Quick Summary
The Defense Finance and Accounting Service (DFAS) is conducting a Sources Sought to identify Commercial Off-the-Shelf (COTS) software solutions for IT Asset Management (ITAM), specifically Hardware Asset Management (HAM) and Software Asset Management (SAM). The goal is to establish a capability that discovers, organizes, and integrates DFAS-hosted hardware and software assets for management within the DFAS ServiceNow CMDB/Service Catalog. Responses are due February 20, 2026, at 5:00 PM EST.
Scope of Work
DFAS requires a COTS HAM/SAM solution that can fully integrate with its ServiceNow CMDB without additional software, and also integrate with a COBOL-based accounting system via secure file generation. Key functional requirements include automated matching of assets to DFAS devices, configuration of HAM/SAM roles and permissions, tracking of warranty/contracts/asset lifecycle, automated configuration management, and automation of audit processes. The software must facilitate Software Installation Requests (SIR), track software versioning and End of Life (EOL), manage license assignments, and provide reporting capabilities via Microsoft Power Platform. The solution must also comply with Section 508 accessibility standards.
Technical & Security Requirements
The proposed software, agents, and components must be certified to operate on DoD Networks at Impact Level 5 (IL5) and support DoD Impact Levels for hosting in DoD cloud environments. Compliance with DoDI 8510.01 RMF, DISA STIGs, NIST SP 800-53, and DoD Cloud Computing SRG is mandatory. The solution must support DoD Common Access Card (CAC) Identity Provider (IdP) authentication and integrate with DoD PIV Card, CAC, and PKI security controls. Technical compatibility is required for Windows 11 (Version 23H2 x64), Windows Server 2016 Standard, and AVD/DBCE, with support for monitoring various operating systems and external hosting environments like DISA and AWS.
