The Defense Finance and Accounting Service (DFAS) is conducting a Sources Sought (RFI) for IT Asset Management (ITAM) Hardware Asset Management (HAM) and Software Asset Management (SAM) COTS software. This RFI aims to establish a capability to discover, organize, and integrate DFAS-hosted hardware and software assets for management within the DFAS ServiceNow CMDB/Service Catalog. The RFI has been extended, with responses now due by February 27, 2026.

Scope of Work

DFAS requires a Commercial Off-the-Shelf (COTS) solution to manage approximately 15,000 Workstations/Laptops and 2,100 Servers. The software must fully integrate with the DFAS ServiceNow CMDB and a COBOL-based accounting system (via secure file generation). Key functionalities include automated asset matching, configuration of HAM/SAM roles, tracking of warranty/contracts/asset lifecycle, automated configuration management for virtual/shared environments, and automation of audit processes.

Key Requirements & Functionality

  • Security & Compliance: Must be compatible with DoDI 8510.01 RMF, DISA STIGs, NIST SP 800-53, DoD Cloud Computing SRG, and support DoD PIV Card/CAC/PKI security controls (FIPS 140-2, RFC 5280). Products must be certified for DoD Networks at IL5 and support DoD Impact Levels.
  • Integration: Direct integration with DFAS ServiceNow CMDB and industry/DFAS discovery sources. Integration with a COBOL accounting system is also required.
  • Asset Management: Automated matching of software/hardware to devices, tracking of warranty/contracts/lifecycle, automated configuration management, and audit process automation.
  • Software Management: Rationalization/reconciliation of Approved Software List (ASL) products, normalization of discovery data, facilitation of Software Installation Requests (SIR), and automation of software versioning, End of Life (EOL) tracking, and license management.
  • Reporting: Capabilities via Microsoft Power Platform, including contract management and custom metrics.
  • Technical: Compatibility with Windows 11 (Version 23H2 x64), Windows Server 2016 Standard, AVD/DBCE, and support for monitoring various OS and external hosting (DISA, AWS). Guaranteed uptime for web-hosted solutions.
  • Support: Initial training, telephone, and electronic help desk support, along with a standard commercial warranty.
  • Accessibility: Compliance with Section 508 accessibility standards.
