Amendment / Modification

This modification updates contract clauses in accordance with Executive Order (EO) 14398, which addresses Diversity, Equity, and Inclusion (DEI) discrimination by federal contractors.

• FAR Clause 52.222-90: The clause "ADDRESSING DEI DISCRIMINATION BY FEDERAL CONTRACTORS (APRIL 2026)" is inserted in full text into Section C, Contract Clauses.

• Applicability: This modification applies to both existing and future orders placed against the master contract.

• Section C, Contract Clauses (updated with FAR 52.222-90).

No changes to proposal deadlines, requirements, or evaluation factors are indicated. Bidders should note the inclusion of the new FAR clause regarding DEI discrimination for compliance purposes.

Amendment / Modification

This amendment provides answers to vendor questions and details regarding a site visit.

• Site Visit: Scheduled for Wednesday, May 6, from 12:00 p.m. to 1:00 p.m. Attendees should report to Police Operations near the main entrance of Building 42. Contact for the site visit is David Kinley (david.kinley@va.gov, 618-997-5311 Ext. 154293).

• Quote Submission Deadline: Extended to Wednesday, May 13, 2026, by 5:00 PM CST.

• Question & Answer Period: Extended to Friday, May 8, by 7:00 AM.

• Questions & Answers: Several vendor questions have been addressed regarding:

  • ICN POP Coordination: Vendors are responsible for coordinating directly with ICN/Illinois Department of Innovation and Technology (DoIT) to determine the appropriate Point of Presence (POP), POP address/ID, and handoff requirements (fiber or copper, SFP type, etc.) for connecting a private Layer-2 transport circuit for LEADS. The Government does not designate a specific POP.
  • MDF Location: The Main Distribution Frame (MDF) is located in the Police Dispatch Office (Building 42, Room A102). Site surveys can be arranged through Acting Chief Kinley.
  • Incumbent Contract: The previous contract number is 36C25521P0283, awarded to Frontier Communications, with a period of performance from 06/01/2021 through 05/31/2026.

Proposal submission deadlines and the Q&A period have been extended as noted above.

Solicitation / RFP / RFQ

This solicitation seeks proposals for Private Ethernet transport services to support the Illinois Law Enforcement Agencies Data System (LEADS 3.0) connectivity for the Marion VA Health Care System. The government anticipates awarding a single-award Indefinite Delivery, Indefinite Quantity (IDIQ) contract.

• Provide a dedicated private Layer 2 Ethernet transport circuit from the Marion VA Health Care System to an Illinois Century Network (ICN) point of presence (POP).

• Service must not traverse the public internet; no separate VPN overlay is permitted.

• Minimum required bandwidth is 10-20 Mbps; higher speeds are acceptable.

• Transport circuit must terminate at the building demarc and extend to the Main Distribution Frame (MDF).

• Logical segmentation is required for LEADS traffic.

• Provide and install any necessary internal cabling and pathways.

• Equipment supporting LEADS connectivity must be located in designated areas and adhere to CJIS and VA security requirements.

• Support 802.1X or other strong device/user authentication methods.

• Minimum service level of 99.9% availability is recommended.

• Compliance with Criminal Justice Information Services (CJIS) security and background screening requirements is mandatory for involved personnel.

• Contract Type: Indefinite Delivery, Indefinite Quantity (IDIQ)

• Period of Performance: Five (5) twelve-month ordering periods, starting 06/01/2026 through 05/31/2031.

• Questions due by April 29, 2026, 7:00 AM CST.

• Offers due by May 8, 2026, 7:00 AM CST.

• Quotes must be submitted in four parts: Price Quote, Technical Acceptability Standard, General Responsibility Determination (Past Performance), and Section D documents.

• Evaluation Factors: Technical, Past Performance, Price.

• This acquisition is unrestricted.

• Transport contractors must be approved by the Illinois Department of Innovation and Technology (DoIT) and LEADS.

• Vendors must also be approved by the Illinois State Police LEADS Administration for CJIS security and background screening.

• The solicitation incorporates FAR 52.212-1, 52.212-4, and 52.212-5 by reference, with addenda attached.
