Request for Information (RFI)

The Veterans Health Administration (VHA) is seeking information on the availability and capability of vendors to produce and/or supply therapeutic shoes. The objective is to gather market information regarding Pricing, Data Analysis, and Coding Contractor (PDAC) approved therapeutic footwear for nationwide use.

The VA needs to determine the availability and capability of vendors to supply:

• Name brand therapeutic footwear in a wide spectrum of styles, sizes, and widths for men and women.

• Modern casual and athletic footwear styles in multiple color options, meeting specific minimum requirements:

  • Full length, heel-to-toe filler providing a minimum of 3/16" additional depth for custom inserts.
  • Made from leather or other suitable material of equal quality.
  • Has some form of shoe closure.
  • Available in full and half sizes with a minimum of three widths, graded to match the upper portions.

• Replacement inserts available for purchase for each shoe brand/model, meeting Centers for Medicare & Medicaid Services (CMS) requirements for HCPCS Codes A5510 and A5512.

• Applicable NAICS codes: 316210 (Footwear Manufacturing) or 339112 (Surgical and Medical Instrument Manufacturing).

• Product Service Code: 6515 (Medical and Surgical Instruments, Equipment and Supplies).

• Small Business Administration Size Standards for both NAICS codes: 1,000 employees.
