This is a Notice of Intent to Award a Sole Source contract to Instructure, Inc. for a commercial digital badging and micro-credentialing solution. The system will support enterprise-wide faculty and student development by providing a scalable, automated capability to issue, manage, and verify digital credentials. This aims to modernize learning, incentivize faculty development, and enhance recognition of competency-based achievements.

• Period of Performance: June 15, 2026, to June 14, 2029 (Base plus two option years).

• Place of Performance: Maxwell AFB, AL.

• Contract Type: Firm-Fixed Price (FFP).

• Authority: Sole source procurement under RFO 6.103-1, utilizing Revolutionary FAR Overhaul (RFO) Part 12, Commercial Products and Services.

• No written solicitation will be issued.

• Interested parties capable of meeting the requirement are requested to submit specific information.

• Response Deadline: No later than June 2, 2026, 1:00 pm Central Standard Time (CST).

• Submission Method: Via email only.

• Contractors must be registered in the DoD System for Award Management (SAM).

• Contractors must be eligible to process invoices through Wide Area Workflow (WAWF).

• Required Information for Response:

  1. Current capability demonstrating ability to meet the requirement.
  2. Company name, point of contact, email, phone/fax numbers, business type and size, Cage Code, and Unique ID Number.

• Oral submissions are not acceptable.

• Information submitted will not be returned.

• If no responsible, responsive offers are received by the deadline, a sole source contract will be issued to Instructure, INC.
