Scope of Work

The contractor will provide qualified personnel, management, supervision, and materials to support the DES Program Office and the Medical Evaluation Board Tracking Office (MEBTO). Key support areas include:

  • Strategic, operational, and tactical analysis, planning, programming, and implementation of DES solutions.
  • Enhancing communication, capability building, evidence-based clinical and business decisions, fostering a healthy work environment, and patient advocacy.
  • Generating management reports, tracking DES cases, analyzing performance, and assisting with congressional inquiries.
  • Supporting policy drafting, data management, and administrative functions for the DES Program Office medical advisor.
  • Providing MEBTO support, including validating and tracking MEBs and managing case files.

Response Requirements

Interested parties must submit:

  • A Capability Statement (maximum 15 pages, Ariel font, 10 pitch) addressing past work, task management, subcontracting experience, technical skills, and ability to perform at least 50% of the work (if an 8(a) set-aside is considered).

  • A completed Experience Reporting Form detailing up to three relevant projects completed within the last 36 months.

Evaluation (for RFI)

The Government will evaluate market information to ascertain industry capacity to:

  • Provide services consistent with the described scope and scale.
  • Secure and apply necessary corporate financial, human capital, and technical resources.
  • Implement a successful project management plan, including compliance with schedules, cost containment, performance tracking, personnel retention, and risk mitigation.
  • Provide services under a performance-based service acquisition contract. Responses will inform the determination of a potential small business set-aside.
