This solicitation is for the dismantling and disposal of four (4) Shepard Niles 5-ton wall cranes and three (3) jib cranes located inside Building 155 at Pearl Harbor Naval Shipyard. The work is to be performed in accordance with the attached Performance Work Statement (PWS).

• Dismantle four (4) Shepard Niles 5-ton wall cranes (identified by numbers 155-462, 155-463, 155-465, 155-466).

• Dismantle three (3) jib cranes (identified by numbers 155-3, 155-7, and 155-8).

• Palletize all dismantled cranes for disposal.

• All work must be performed in accordance with the Performance Work Statement.

• Pricing Arrangement: Firm Fixed Price.

• Period of Performance: February 9, 2026, to April 30, 2026.

• NAICS Code: 238290 (Other Building Equipment Contractors).

• Size Standard: $22,000,000.00.

• Funds are not presently available for this contract; obligation is contingent upon availability of appropriated funds.

• Solicitation Issue Date: December 23, 2025.

• Offer Due Date: January 12, 2026, at 12:00 PM.

• Proposals will be evaluated based on technical acceptability and lowest evaluated price. Technical acceptability will be evaluated first; if deemed unacceptable, the price will not be evaluated. The lowest priced technically acceptable offer will be selected.

• Offerors must submit a detailed written technical proposal (not to exceed 10 pages) demonstrating understanding of the PWS and solicitation requirements.

• An itemized price breakdown is required.

• Offers must be delivered via email to the Government Points of Contact (POCs) provided in the solicitation. Email size limit is 35 MB.

• This acquisition is set aside for Small Business (100%).

• OPSEC Plan is not required; contractors must meet requirements of all solicitation and award attachments.

• The solicitation incorporates FAR clauses 52.212-1, 52.212-3, and 52.212-4 by reference, with addenda provided.

Statement of Work (SOW) / Performance Work Statement (PWS)

To remove and dismantle four (4) Shepard Niles 5-ton wall cranes and three (3) jib cranes at Pearl Harbor Naval Shipyard (PHNSY & IMF).

• Remove, dismantle, and palletize four (4) wall cranes (155-462, 155-463, 155-465, 155-466) and three (3) jib cranes (155-3, 155-7, 155-8).

• Palletize wall cranes for transportation (estimated weight of each wall crane without trolley is 25,000 lbs; trolley is 5,000 lbs).

• Contractor is responsible for all labor, supervision, tools, design, transportation, and machinery.

• Disposal of scrap materials within PHNSY & IMF is prohibited; dismantled parts must be placed on pallets or dunnage outside in an approved area.

• Clean up the work site and remove all generated debris.

• A Project Manager must be provided for planning, scheduling, and managing the work.

• A Removal Plan must be submitted and approved by the Government prior to removing cranes.

• An Environmental Protection Plan (EPP) must be submitted as part of the proposal, addressing hazardous materials (lead paint, asbestos, oil) and mitigation efforts.

• A Safety Plan must be submitted, ensuring compliance with Federal, State of Hawaii, and OSHA requirements.

• Contractor cranes on base must follow requirements in Appendix IV.
