Statement of Work (SOW) / Performance Work Statement (PWS)

To provide non-personal services for the disposal of waste food and bio waste within the Baumholder Military Community, USAG Rheinland-Pfalz, in accordance with applicable U.S., German, and municipal laws and regulations.

• Provide pick-up, transportation, and disposal services for waste food and bio waste.

• Services are to be performed at least three times a week, with a minimum of 156 pick-ups per year.

• On-demand services for bio waste removal and disposal are also included, with an estimated three service calls per year.

• Contractor is responsible for providing all necessary personnel, equipment, and devices.

• Containers must be provided by the contractor, be moveable, and have well-sealing lids. Containers must be cleaned to a minimum of 70°C hot water.

• Pick-up points and types of waste are detailed in Attachment 1 and Attachment 2.

• Pick-up, transportation, and handling services for waste food must be performed at least three times a week on a regular basis.

• Scheduled service dates for bio waste disposal must be within fifteen (15) working days after the contractor is contacted by the Government.

• Contractor must inform the Contracting Officer's Representative (COR) immediately when 80% of a maximum quantity has been reached.

• All required collecting containers must be provided by the Contractor and meet specific functional and sanitary requirements.

• Disposal of waste and its removal must comply with applicable German laws and regulations.

• Contractor must report all damage caused by them and take necessary safety measures.

• Accompanying documents for picked-up quantities must be submitted with invoices for approval.

• The work will be performed at Smith, Wetzel and Quartermaster Area in Baumholder, as well as at the Waterworks Areas in Hoppstädten and Pfeffelbach.

• Regular DPW working hours are Monday through Friday, 07:30 a.m. to 04:00 p.m. for bio waste disposal.

• Contractor must develop and maintain a Quality Control Plan (QCP).

• Contractor must comply with all applicable environmental protection directives.

• Contractor personnel must complete Anti-Terrorism (AT) Level I Training, OPSEC Training, and iWATCH Training.

• Contractor personnel must obtain necessary installation access and identification badges.

• Contractor must comply with German laws regarding authorization to do business and work permits for employees.

• Utilities (water and electrical power) will be provided by the Government at no cost.

• Contractor must instruct employees in utilities conservation practices.

• Contractor vehicles and equipment must be clearly marked and meet all local and Host Nation traffic, safety, and environmental requirements.

• Contractor must provide background checks for personnel.

• Contractor shall attend and participate in meetings, conferences, and briefings as required.

Solicitation / RFP / RFQ

This solicitation seeks proposals for the Collection and Disposal of Waste Food and Bio Waste for USAG Baumholder. The services are to be performed at Smith, Wetzel and Quartermaster Area in Baumholder, as well as at the Waterworks Areas in Hoppstadten and Pfeffelbach, Germany.

• Collection and Disposal of Food Remainders (250,000 Liter base, with option years)

• Collection and Disposal of Vegetable Waste (35,000 Liter base, with option years)

• Collection and Disposal of packed, outdated Food (250,000 Liter base, with option years)

• Performance will be in accordance with a Performance Work Statement (PWS).

• Product Service Code: S205 for all listed services.

• Period of Performance: Base period runs from 10 Jul 2026 to 09 Jul 2027. Option years extend performance through 09 Jul 2031.

  • Technically Approved: Requires a Capability Statement demonstrating ability to meet PWS requirements, active CAGE code, POC information, demonstrated experience, and subcontractor arrangements. Quotes must meet all sub-factor criteria to be acceptable.
  • SPRS: Government will consider Supplier Performance Risk and Item Price Risk based on information in the Supplier Performance Risk System (SPRS). Ratings of Green, Purple, Blue, or Black are acceptable.
  • Lowest Price: Total Evaluated Price (TEP) will be calculated, including base and option years. Price will not be scored but evaluated for reasonableness. Unbalanced option prices may result in an unacceptable quote.
