Quick Summary
The Defense Logistics Agency (DLA) has issued a Commercial Solutions Opening (CSO) (SP4701-24-S-C001), authorized by 10 U.S.C. § 3458, to solicit innovative Solution Briefs for various Areas of Interest (AOIs). DLA aims to award fixed-price contracts or Other Transaction Agreements (OTAs) under 10 U.S.C. § 4022. The CSO is open until October 1, 2026, though DLA reserves the right to close it earlier.
Scope of Work
This CSO seeks solutions across diverse DLA needs, with recent emphasis on Emerging Engineering Services for Technical Data. Specifically, DLA Aviation Engineering requires solutions to develop Engineering Support Activities (ESA) approvable Level 3 Technical Data Packages (TDPs) per MIL-STD-31000 and ASME Y14.100. These TDPs are crucial for enabling competitive procurement of hard-to-procure or non-procurable parts when existing data is unavailable or obsolete. Key requirements for these engineering services include:
- Developing a proof-of-concept model for TDP creation and approval.
- Creating ESA approvable Level 3 TDPs for items of varying complexity.
- Providing initial proof-of-concept within 16-26 weeks from award.
- Developing innovative tools and methodologies to accelerate reverse engineering.
- Solutions should be at Technology Readiness Level (TRL) 6 and above.
- Establishing clear frameworks for obtaining and managing Intellectual Property (IP) rights, focusing on Government Purpose Rights.
Contract & Timeline
- Type: Fixed-Price Contracts or Other Transaction Agreements (OTAs).
- Overall CSO Open Until: October 1, 2026 (DLA may close earlier).
- Latest AOI (AOI 04) Due: April 23, 2025, 5:00 PM EDT.
- Set-Aside: None specified.
- Funding: DLA provides no funding for submitted offers; funding is only possible after a signed contract or agreement.
Submission & Evaluation
Offerors must submit unclassified Solution Briefs electronically to the specified contact for each AOI, utilizing the provided template. Solution Briefs must be 'stand alone'; extraneous materials, links, or references will not be considered. Multiple Solution Briefs per AOI are permitted. Prices and terms must remain valid for 180 calendar days.
DLA will first review Solution Briefs for conformance. Conforming briefs will be evaluated by technical experts based on five factors:
- Possibility of Funding (lower prices favored).
- Technical Feasibility (lower technological risk favored).
- Responsiveness (solutions addressing the AOI favored).
- Viability (compatibility with existing DLA, DoD, and federal policies favored).
- Desirability (adaptable, useful, and implementable solutions favored).
Highly rated Solution Briefs may lead to an invitation for a Pitch, a Full Proposal, or direct referral for award negotiations.
