Scope of Work

The contractor will provide comprehensive MHE maintenance services, including:

  • Preventive Maintenance (PM): Annual PM per MHE item, adhering to OEM manuals, including inspections, load testing, fluid checks, and replacement of normal wear parts. Electric equipment PMs must cover batteries and charging stations.
  • Corrective Maintenance (CM): Assessment, inspection, testing, and troubleshooting of service requests within five business days. Detailed written estimates for repairs using OEM-recommended parts are required, with repairs typically completed within five business days of part receipt and COR approval.
  • Annual Testing: Performance of required annual testing, limited technical inspections, and functional (load) tests. The contract includes a minimum value of $2,500 and a maximum of 150% of the estimated contract value.

Proposal Requirements

Proposals must be submitted electronically via email to james.isola@dla.mil and consist of two volumes:

  • Volume 1: Proposal Certifications and Price Schedule (Attachment 2).
  • Volume 2: Past Performance Proposal, detailing relevant experience within the last 6 years. Offerors must provide a valid name, phone number, contract number, type, dollar value, dates, POC, and work description for each reference. Offerors are responsible for ensuring their identified past performance references independently submit the "Attachment 4 - Past Performance Questionnaire" directly to the Contracting Officer by the solicitation closing date. Surveys received after the deadline or directly from the offeror will not be considered.

Evaluation Factors

Award will be made to the responsible offeror whose proposal represents the best value to the US Government, based on the following factors:

  • Past Performance: Significantly more important than price. Evaluated based on quality, adherence to specifications, schedules, customer satisfaction, and cooperative behavior. Offerors lacking relevant past performance will receive a Neutral rating.
  • Price: Will be fully evaluated using price analysis techniques.
