Quick Summary

The Defense Logistics Agency (DLA) is seeking Transportation Process Support services under a Total Small Business Set-Aside (FAR 19.5). This combined synopsis/solicitation (RFQ) requires contractors to provide personnel and technical support for DLA J345's Transportation Financial Management (TFM) processes, including the Third-Party Payment System (TPPS) and Financial Improvement and Audit Readiness (FIAR) goals. The place of performance is off-site at the contractor's facilities, with key personnel requiring a minimum Tier 1 investigation. Quotes are due by 12:00 PM EDT on May 4, 2026.

Purpose & Scope

The primary objective is to provide non-personal services and qualified personnel to assist DLA J345 with TFM processes, focusing on data analysis, TPPS maintenance and system analysis, financial analysis, and audit support. This includes identifying and eliminating data issues across various transportation and financial systems, configuring TPPS, performing financial analysis to identify incorrect expenditures, and providing assurance on control effectiveness for DLA's financial statement audits.

Key Requirements / Deliverables

Contractors must provide support in areas such as continuity planning, training and exercise development, strategy development, information fusion, readiness reporting, facility staffing, crisis management, website development, and knowledge management. Specific deliverables include monthly data reports, assurance reporting (SOC 1 Type 2 or internal control testing results), bridge letters, and various status and management reports. Key personnel include a Financial Subject Matter Expert and an Audit Compliance and Control Environment Program Manager.
