The Federal Public Defender – California Eastern District (FPD) is issuing a Request for Information (RFI) for a Document Management System (DMS). Purpose & Scope
The FPD seeks a modern DMS to centralize data, modernize document management capabilities, and enhance review and search functions. The current system manages approximately 950,000 documents (~350GB) for about 75 active users across two physical office locations. The new solution must be software-based, utilize metadata for categorization, and allow for robust searchability. It can be either on-premises or cloud-based; cloud solutions require FedRAMP authorization at a moderate level or higher, or documented efforts towards achieving it.
Key Requirements
The desired DMS must include:
- Core Functionality: Robust full-text search, metadata-based tagging with custom fields, automated OCR and indexing, support for various document types (Word, Excel, PDF, emails, images), personal and global saved searches, bookmarking, document versioning with audit trails, and versioned recovery.
- System Features: High availability (for on-premises), role-based access control, and offline/remote work support.
- Migration: A supported, repeatable process for migrating existing DMS content, folder structures, and metadata, ensuring integrity and audit logging.
- Training: Vendor-provided end-user training, tailored to FPD's use case, with remote or onsite options.
- AI Considerations: If AI features are included in on-premises offerings, they must have a global disable toggle if not FedRAMP authorized. For cloud solutions, FPD data must not be used for training AI models for other organizations.
- Support: Technical support via phone, email, and web portal (8x5 for standard requests with max 8-hour response; 2-hour response for critical incidents). A web-based training portal with video tutorials, FAQs, and guides is also required.
Information Requested from Vendors
Interested parties should provide:
- Company information (Name, Address, Point of Contact, UEI number).
- Confirmation of capability to meet the draft Statement of Work (SOW) requirements.
- Feasibility of a Commercial-Off-The-Shelf (COTS) solution (modified or custom).
- Experience and capability to perform the work.
- Firm Fixed Price (FFP) pricing estimates for a 12-month base year and three 12-month option years, along with a proposed CLIN structure.
- Any additional information needed to prepare a proposal and questions/concerns regarding the draft SOW.
