Statement of Work (SOW)

To provide a full-time Nurse Manager and supplemental Registered Nurse (RN) and/or Licensed Practical Nurse (LPN) services for the Department of the Interior's (DOI) Wellness Center operations at the Stuart Lee Udall Building.

• Provide comprehensive ambulatory nursing services, including acute and chronic care, and address workplace health-related needs.

• Manage day-to-day operations of the Wellness Center, including patient care, administrative tasks, and coordination with the OSHE branch.

• Deliver health and wellness programs, including health/wellness webinars, on-site screenings, blood drives, health fairs, and First Aid/CPR classes.

• Provide nursing support for special events, including July 4th and high-level Secretarial events.

• Manage the annual flu vaccine campaign and dispense medications per a pre-approved formulary.

• Maintain confidential employee health records and ensure compliance with federal regulations and DOI policies.

• Oversee the Automated External Defibrillator (AED) program and coordinate AED/CPR training.

• Services must be performed in accordance with professional nursing standards, applicable federal regulations, and DOI policies.

• Safeguard Personally Identifiable Information (PII) and Protected Health Information (PHI) in accordance with HIPAA and DOI requirements.

• Primary place of performance: Udall Building Wellness Center, 1849 C Street NW, Washington, DC.

• Period of Performance: Base year (June 3, 2026 - June 2, 2027) plus four option years (through June 2, 2031).

• Normal hours: Monday-Friday, 0800-1200 and 1300-1630, excluding federal holidays, with exceptions for designated special events.

• Nursing Manager Qualifications: BSN, active RN license, minimum 4 years clinical nursing experience (1 year in ambulatory/occupational health preferred), minimum 2 years supervisory experience, demonstrated experience managing clinic operations, BLS certification, and ability to meet federal facility suitability/security requirements.

• Supplemental RN Qualifications: BSN, active RN license, minimum 4 years clinical nursing experience (ambulatory care preferred), BLS certification, and ability to meet federal facility suitability/security requirements.

• Supplemental LPN Qualifications: Completion of LPN program, active LPN license, minimum 2 years clinical experience, BLS certification, and ability to meet federal facility suitability/security requirements.

• Contractor personnel must complete required federal information security and facility access training, security document requirements, fingerprinting, and obtain a favorable adjudicated security clearance.
