Scope of Work

The selected contractor will be responsible for the full operation of the cafeteria, including the sale of food, non-alcoholic beverages, and other authorized items. Services include:

  • Operating a main cafeteria, private dining room, and providing catering services.
  • Offering a wide variety of hot and cold foods, with healthful choices.
  • Operating Monday through Friday, with minimum hours for breakfast (7:00 a.m. - 10:00 a.m.) and lunch (11:00 a.m. - 2:00 p.m.).
  • Maintaining a clean, sanitary facility and providing prompt, efficient, and courteous service.
  • Adhering to Federal Food Safety Guidelines, including developing a Hazard Analysis and Critical Control Point (HACCP) plan.
  • The contractor will retain all sales revenue and receive a government stipend of up to $2,000 per month to offset operational costs. The contractor will have exclusivity for catering.

Submission Requirements

Offerors must submit a Statement of Qualifications (SOQ) via email to Andrew.S.Martin@usdoj.gov. The submission must include:

  • Volume I (Business SOQ - 45 pages max): Technical Approach, Management and Staffing Approach, Organizational Experience, and a plan for financial viability and profitability.
  • Volume II (Past Performance - 10 pages max): Two past performance references. Offerors are responsible for ensuring clients submit completed Past Performance Questionnaires directly to DOJ by February 18, 2026, 5:00 p.m. ET.
  • Include Offeror's CAGE code, Federal Taxpayer Identification Number, DUNS number, and completed FAR 52.212-3.
  • No price submission is required.

Security & Other Notes

All contractor personnel will be subject to a Public Trust Investigation (PTI), which can take at least 90 days. Personnel must meet DOJ residency and citizenship requirements. Bidders must also adhere to Service Contract Act (SCA) wage determinations and account for Government Furnished Equipment (GFE) detailed in the SOW.
