Domestic Travel Management Services

Scope of Work

The selected contractor will provide comprehensive domestic travel management services, including:

• Making travel arrangements, reservations, and ticketing.
• Delivering tickets and related paperwork.
• Providing assistance with flight information, visa requirements, and health requirements.
• Offering 24-hour emergency services outside regular working hours.
• Ensuring compliance with U.S. Government travel regulations and mission-specific policies.
• Submitting Quarterly Performance Reports with Key Performance Indicators (KPIs).
• Maintaining a Quality Control Plan to ensure high-quality service and adherence to service levels (e.g., no more than one customer complaint per month, 24-hour response to COR notifications).
• Furnishing labor, equipment, and supplies, while the Government provides office and site access.

• Contract Type: Firm-Fixed-Price Contract (Requirements-type agreement with pricing based on fixed management fees).

• Period of Performance: One base year (12 months) with four one-year option periods.

Submission & Evaluation

• Pre-quotation Conference: A pre-quotation conference will be held on February 24, 2026, at 10:00 a.m. Addis Ababa time at the U.S. Embassy. Offerors must contact addiscontract@state.gov by February 20, 2026, at 02:00 p.m. Addis Ababa time to arrange entry.
• Questions Due: February 27, 2026, at 10:00 a.m. Addis Ababa time.
• Proposals Due: March 06, 2026, at 10:00 a.m. Addis Ababa time. Late submissions will not be accepted.
• Submission Format: Bids must be in English, submitted electronically to addiscontract@state.gov in two separate folders (financial and technical). Files must be in MS-Word, MS-Excel, or Adobe Acrobat (PDF) format, not exceeding 30MB per file.
• Required Documents: SF-1449, Section I (Pricing), Section 5 (Representations and Certifications), additional information as required in Section 3, and proof of SAM Registration.
• Evaluation Criteria: Award will be made to the lowest-priced, technically acceptable offeror, specifically based on the lowest management fees. Technical acceptability will be assessed on compliance with RFQ terms, and responsibility will be analyzed per FAR 9.1.

Eligibility

• Offerors must be registered in the System for Award Management (SAM) database prior to proposal submission.
