• Capacity: Heat 12 billets (4-inch diameter, 12-inch long, 50 lbs each) from room temperature to 2300°F in a maximum of 40 minutes.
• Temperature Range: Work zone 1800°F - 2300°F (max variance +/- 25°F), maximum capability at least 2500°F.
• Dimensions: Installed footprint not to exceed 17.5-ft wide by 13.5-ft deep; must ship through a 12-ft wide by 12-ft high door.
• Standards: Must comply with SAE AMS 2750H (Class 5 or better, Type D instrumentation) and NFPA 86 (Class A ovens).
• Controls: Allen Bradley MicroLogix PLC with a 10-inch color touch-screen HMI, SSI 9205 Master Controller, NEMA 12 rated.
• Delivery: FOB Destination to Rock Island Arsenal, IL 61299-5000, by November 12, 2026. On-time delivery is critical.
• Installation: Contractor is responsible for installation, setup, and connection beyond the point of first utility connection. RIA-JMTC will provide utility connections.
• Documentation: Comprehensive documentation packages are required, including installation/preparation documents (e.g., footprint, foundation, electrical/pneumatic/hydraulic schematics), maintenance manuals, operator manuals, and environmental compliance data (SDS, chemical lists) as detailed in the CDRL.

Submission & Evaluation

• Evaluation: A Lowest Price Technically Acceptable (LPTA) process will be used. Proposals will be evaluated on an ACCEPTABLE/UNACCEPTABLE basis for the Technical factor, then by Price. The Government intends to award to the lowest priced, technically acceptable offer without discussions, except for clarifications.

    • Subfactor 1: Experience (minimum 3 years supplying similar equipment, with published data and 3 references).
