• Evaluation: Award will be made to the responsible small business quoter offering the lowest total evaluated price (TEP) whose quotation is determined technically acceptable. Evaluation factors are Price and Technical, considered about equal. TEP includes the base period and the 6-month option at RFO 52.217-8.

• Site Visit: Scheduled for May 6, 2026, at 0900.

• Questions Due: May 7, 2026.

• This acquisition is set aside 100% for Small Business.

• Offerors must be registered in the System for Award Management (SAM).

• The solicitation incorporates FAR clauses 52.212-1, 52.212-3, and 52.212-4 by reference.

• Cybersecurity Maturity Model Certification (CMMC) Level 1 is required prior to award.

• Payment requests and receiving reports are to be submitted via Wide Area WorkFlow (WAWF).

Performance Work Statement (PWS)

This PWS outlines the requirements for a security system upgrade, technical refresh, modernization, and ongoing maintenance of the electronic security systems at the Joint Personal Effects Depot (JPED).

• System Upgrade & Modernization: Upgrade security systems to meet Department of Defense (DoD) standards, including a Windows 11 operating system upgrade, technical refresh of hardware/software/firmware, and modernization of intrusion detection, access control, video surveillance, and visitor management systems.

• Maintenance: Provide comprehensive preventative maintenance, inspection (PMI), and testing of existing security systems twice annually. This includes repairs due to accidental damage or facility malfunction, replacement of parts, and troubleshooting.

• Phased Implementation: The contract is broken into three phases:

  • Phase 1: Access Control, Video Surveillance, and Visitor Management Systems upgrade.
  • Phase 2: Installation of additional cameras for the Video Surveillance System.
  • Phase 3: Upgrade of personnel and vehicle gate hardware.

• Technical Requirements: All hardware, software, and firmware must be on the Department of Defense Information Network (DoDIN) Approved Products List (APL). Systems must comply with DoD standards and Risk Management Framework (RMF) requirements.

• Response Time: Telephonic/electronic support response within 1 hour; onsite emergency maintenance within 4 hours.

• Reporting: Detailed PMI and service reports within 10 days of work performed.

• System Availability: No more than 1 unacceptable service per month for various tasks, including technical support, response times, and patching.
