Statement of Work (SOW) / Performance Work Statement (PWS)

To provide bus safety aide and attendant transportation services for special needs students, Sure Start students, and pre-kindergarten through grade 2 students attending Department of War Education Activity (DoWEA) Pacific schools in mainland Japan. Safety is the highest priority.

• Provide all necessary personnel, services, supplies, and equipment for student transportation.
• Services must comply with DoWEA and Host Nation requirements.
• May require specialized equipment for students with disabilities.
• Government will provide school buses.
• Services are required Monday through Friday, 0530 to 1600 hours, for approximately 180-183 days per school year.

Safety Attendants & Safety Aides:

• Assist students with boarding and disembarking safely.
• Secure seat belts and specialized equipment.
• Manage student passengers, verify passes/rosters, and assist with seating plans.
• Address and correct unsafe student actions; report serious issues.
• Participate in school safety and evacuation drills.
• Ensure students and personal items are removed from the bus.
• Release students only to authorized school staff or designated caregivers.
• Accommodate schedule adjustments (delayed openings, early releases).
• Assist drivers in reporting student misconduct.
• Provide support for the Extended School Year (ESY) program if applicable.

Program Management:

• Appoint Primary and Alternate Contract Managers and SAA Supervisors.
• Ensure personnel are available and accessible 24/7 for emergencies.
• Respond to accidents/emergencies within 60 minutes.
• Provide reports on personnel, ridership, and background checks.

Training Requirements:

• Annual training for Safety Attendants and Aides, including CPR, First Aid, Blood Borne Pathogens, Epinephrine Auto-Injector, Allergic Asthma Awareness, School Bus Safety & Evacuation, and Security/Safety Training.

• Performance is subject to inspection and acceptance by the COR or local STO.

• Acceptable Quality Levels (AQLs) are defined for various standards, including 98% compliance for Safety Attendant/Aide services and 100% for Security and Safety.

• Contractor must establish and maintain a Quality Control Plan (QCP).

• Mainland Japan.

• Approximately 180-183 school days per year.

• Personnel must be over 18, communicate effectively in English (B1 level).

• Current First Aid and CPR certifications required.

• Familiarity with First Aid Kits, Blood-borne Pathogen kits.

• Compliance with Host Nation and U.S. Government regulations for hazardous materials.

• Personnel must be free of communicable diseases and impairments.

• Strict adherence to Zero Tolerance Weapons Policy.

• Background checks and criminal history reviews are mandatory for all personnel.

• Contractor personnel must be properly attired and wear identification.

• No inappropriate conduct will be tolerated.
