Repair Deep Well 051 for Closure - Site Visit

Statement of Work (SOW) / Performance Work Statement (PWS)

This SOW details the requirements for sealing an approximately 380ft deep, disused water well at Rock Island Arsenal (RIAG).

• Seal a disused water well (PR-2026-0214 Repair Deep Well 051) in accordance with Illinois Administrative Code Title 77 Chapter I Section 920.120.

• Complete necessary reporting to the County of Rock Island Public Health Department, including paying fees.

• Fill the bottom 72ft of the creviced formation with disinfected pea gravel.

• Fill the remaining unlined portion of the creviced strata, the concrete grout shoe, and most of the casing pipe with a bentonite slurry.

• Fill the balance of the casing pipe with neat cement.

• Remove the top of the well's casing pipe and place appropriate dirt fill and top with soil and seed at the surface.

• Work the site to drain surface water away from the water treatment plant perimeter.

• Contractor must commence work within 15 working days of Notice to Proceed (NTP).

• Equipment and material must be obtained within 30 working days of NTP.

• Sealing of the well must be completed within 90 working days of NTP.

• Final cleanup and report submission must be completed within 90 working days of NTP.

• Submit initial plans (Transmittal Registry, Schedule, Safety Plan, Environmental Plan, Quality Control Plan), lists of equipment/materials/subcontractors, and environmental permit copies.

• Provide well sealing reports to the Rock Island County Department of Public Health and the Rock Island Arsenal Garrison Environmental Division.

• Comply with all applicable federal, state, and local environmental laws and regulations.

• Manage hazardous and solid waste in accordance with Army and installation policies.

• Water removed from the well must be sampled and tested to determine disposal method.

• The work is to be performed at Rock Island Arsenal.

• The contract period is defined by the commencement and completion of work as outlined above.

• Contractor employees must complete AT Level I training and iWATCH training.

• Background checks are required for installation access.

• A non-disclosure agreement will be signed.

• Comply with all security, emergency management, and fire prevention requirements.

• Obtain all required permitting and licenses from the Public Health Department prior to sealing.

• Maintain a secure physical perimeter around the water treatment plant.

• Progress meetings are required prior to mobilization and weekly during on-site construction.

• Appendices include 1941 Well Construction Logs and Drawings, Current Conditions with Partial Seal, Specifications, Fill Method, and Bid Sheet.
