This Statement of Work (SOW) details the requirements for sealing an approximately 380ft deep, disused water well (PR-2026-0214) at the Rock Island Arsenal Garrison (RIAG).

• Seal the disused water well in accordance with Illinois Administrative Code Title 77 Chapter I Section 920.120.

• Employ necessary equipment, instruments, and materials for the sealing task.

• Complete required reporting to the Rock Island County Public Health Department, including paying associated fees.

• Fill the bottom 72ft (±5ft) of the creviced formation with disinfected pea gravel.

• Fill the remaining unlined portion of the creviced strata, the concrete grout shoe, and most of the casing pipe with a bentonite slurry.

• Fill the balance of the casing pipe with neat cement.

• Remove the top of the well's casing pipe at the surface to at least 2ft below-grade and place appropriate dirt fill, top with soil and seed.

• Create a finished grade and seed for grass coverage to ensure surface water drains away from BLDG050 and BLDG071.

• The well is currently sealed below the 380ft below-ground level, approximately 15ft above the underlying shoe and casing pipe installed in 1941.

• Investigations in 2021 determined the seal at approximately 380ft below-ground is composed of a durable, cementitious material.

• Water removed from the well for sealing operations must be sampled and tested to determine the required disposal method. Recent detection levels were below remediation action limits, suggesting release to the RIAG sanitary collection system is possible, but this must be verified.

• Commencement of work within 15 working days of Notice to Proceed (NTP).

• Obtain equipment and material within 30 working days of NTP.

• Complete sealing the well within 90 working days of NTP.

• Completed construction, including final cleanup and report submission, within 90 working days of NTP.

• Location: Rock Island Arsenal Garrison (RIAG).

• Security:

  • AT Level I training for all contractor employees requiring access to Army installations.
  • Compliance with installation access and general protection/security policy, including background checks.
  • iWATCH Training for employees on Army controlled installations.
  • OPSEC Training (Level I) for employees.
  • Non-disclosure agreement required.
  • All training to be face-to-face, provided by a Level II certified ATO and OPSEC officer on RIA.
  • Escorted access for contractors in areas with classified/sensitive materials.
  • 40 feet stand-off required for vehicles and equipment from occupied buildings.
  • Personnel must use manned Access Control Points and present valid identification.
  • All personnel, vehicles, and equipment are subject to inspection.

• Emergency Management: Compliance with DoD and Army Emergency Management Program requirements.

• Fire Prevention and Safety: Compliance with applicable federal laws and NFPA standards.

• Environmental Protection:

  • Compliance with all applicable federal, state, and local environmental laws and regulations.
  • Compliance with Green Procurement Requirements.
  • Obtain all required licenses and certifications.
  • Immediate notification to DGR and KO/COR of any environmental regulator arrival or correspondence.
  • Cooperation with environmental regulatory agency inspections.
  • Immediate reporting of noncompliance.
  • Verification of National Environmental Policy Act (NEPA) documents.
  • Appointment of an Environmental Compliance Designee (ECD) for contracts exceeding 180 days.
  • Competency training for contractor personnel.
  • Solid Waste Management: Removal and disposal of solid waste, coordination with Qualified Recycling Program (QRP).
  • Hazardous Waste Management: Follow all hazardous/special waste disposal requirements, assign ECD, obtain technical assistance, proper profiling, packaging, and manifest completion. Notify DGR 24 hours prior to removal.
  • Use of Hazardous Materials: Assign ECD, obtain technical assistance, submit hazardous material inventory.
  • Prevention of Spills: Adopt installation's SPCC plan.
  • Corrective Action for Noncompliance: Take immediate corrective action upon notice.
  • Noise: Maximum use of low-noise emission products; blasting/explosives require written permission.
  • Mercury: Prohibited unless specified otherwise; handle and dispose of mercury-containing materials as hazardous waste.
  • Universal Waste / e-Waste Management: Manage in accordance with environmental law and installation instructions.
  • Pollution Prevention / Hazardous Waste Minimization: Minimize use of hazardous materials and generation of hazardous waste.

• Energy Conservation: Turn off water after use; shut off engines in parked vehicles unused for more than two minutes.

• Progress Meetings: Required prior to mobilization and weekly during on-site construction. Agenda due 48 hours prior, minutes due 48 hours after.

• Appendices: Refer to appendices for 1941 Well Construction Logs and Drawings, Current Conditions with Partial Seal, Specifications, Fill Method, and Bid Sheet.

• Manage hazardous and solid waste in accordance with Army and installation policies.

• Water removed from the well must be sampled and tested to determine disposal method.
