Quick Summary
The Defense Logistics Agency (DLA) Aviation at Ogden, UT, is soliciting proposals for a KC-46 Landing Gear Performance Based Logistics (PBL) program. This 100% Small Business Set-Aside opportunity seeks comprehensive remanufacture and overhaul support for KC-46 Landing Gear Depot Level Repairables (DLRs), including shipsets and field-level subcomponents. The contract is a single-award, requirements-type contract with a 5-year basic period and a 5-year option, totaling 10 years. Proposals are due July 28, 2026, at 4:00 PM.
Scope of Work
The contractor will provide 100% overhaul and remanufacture support for KC-46 Main Landing Gear (MLG) and Nose Landing Gear (NLG) shipsets for 10-year Time Change Intervals (TCI), and field-level support for sub-components. This includes disassembly, inspection, modification, testing, and compliance with Component Maintenance Manuals (CMMs) and FAA regulations. The average annual requirement is anticipated to be 15 LG shipsets. Work excludes separate wheel, tire, and brake assemblies. Compliance with SAE AS 9110 quality standards is required.
Contract Details
- Contract Type: Single-Award, Requirements Type Contract (RTC), Firm Fixed Price (FFP) with Economic Price Adjustment (EPA) for labor and material costs.
- Period of Performance: 5-year basic period + 5-year option (total 10 years).
- Set-Aside: 100% Small Business Set-Aside (NAICS 336413, Size Standard 1,250 employees).
- Performance Metrics: Key metrics include an Exchange Lead Time (ELT) of 82 days for shipsets (75 days remanufacture + 7 days shipping) and Remanufacture Turn Around Time (RTAT) for sub-components (90 days). Incentives are available for achieving 80% On-Time Delivery (OTD) for shipsets, with disincentives for late deliveries.
- Technical Data: Component Maintenance Manuals (CMMs) for the KC-46/2C landing gear will not be provided prior to contract award. Offerors must base their proposals on an understanding of the 767-300F series landing gear and identify any gaps.
Submission & Evaluation
- Proposal Due: July 28, 2026, at 4:00 PM.
- Submission: Electronic via DoD SAFE.
- Evaluation Factors: A trade-off source selection will prioritize Technical factors (Remanufacture Capability and Capacity, ELT, RTAT) as most important, followed by Price, then Past Performance. Past performance examples beyond the B767, such as the B737, are acceptable with a narrative justifying relevance. AS9110 certification is a prerequisite for award; however, a plan to obtain certification prior to award is acceptable.
