Scope of Work
NOAA requires commercial near-real-time satellite-based GNSS RO and ionospheric measurements, to be processed into neutral atmosphere and space weather products. These products will support NOAA's operational numerical weather prediction models, space weather models, and research, and will be archived by NOAA. Key requirements include:
- Data Delivery: Level 0 and Level 1a data, globally, with 10,000 to 20,000 compliant RO profiles per day.
- Desired Capabilities: 500 to 1,000 compliant Total Electron Content (TEC) ionospheric tracks per day, and Temporal Resolution Enhancements (RO observations from Sun-Synchronous Orbits (SSO) outside standard crossing times and/or from lower-inclination orbits).
- Data Rights: Offerors must select one of several data rights options.
- New Providers: A 35-day data preparation phase (December 1, 2026 – January 5, 2027) is required.

- Technical Volume: Max 15 pages, demonstrating ability to meet SOW specifications, operational readiness (by POP start or plan within six months), data delivery, and geospatial distribution. Risk mitigation and additional capabilities should be addressed.
- Price Volume: Must include pricing for compliant RO profiles, TEC tracks, and Temporal Resolution Enhancements, aligning with the technical proposal. Use of Attachment J.5 spreadsheet is encouraged.
- Evaluation: Best Value Tradeoff, with Technical Approach being more important than Price. Technical evaluation will focus on Minimal Requirements (Neutral Atmosphere Data) and Desired Capabilities.
- Award Intent: Multiple awards (up to three independent providers) are planned to ensure data redundancy and high availability.
