Purpose

This Draft RFP is for information and planning purposes, allowing industry to verify the reasonableness and feasibility of the requirement and to promote competition. It precedes the anticipated release of the Final TO-1 RFP.

Scope of Work

NOAA requires commercial near-real-time satellite-based GNSS RO and ionospheric measurements. These data will be processed into neutral atmosphere and space weather products for analysis, prediction systems, and research, and will be archived by NOAA. Key requirements include:

  • Data Preparation: For new providers, a 35-day period (Dec 1, 2026 – Jan 5, 2027) for technical documentation, sample data, and ingestion support.
  • Data Delivery: Global Level 0 and Level 1a data. Minimum of 10,000 to 20,000 compliant RO profiles per day for neutral atmosphere data.
  • Desired Capabilities: 500 to 1,000 compliant Total Electron Content (TEC) ionospheric tracks per day and Temporal Resolution Enhancements (RO observations from Sun-Synchronous Orbits outside standard crossing times or from lower-inclination orbits).
  • Data Rights: Offerors must select one of several data rights options (Options 1, 2, 2A, 3, 3A), with Option 1 allowing immediate distribution under CC BY 4.0.
  • Performance Standards: Quarterly operational status reporting and 24-hour notification for data delivery anomalies.

  • Evaluation Criteria: Best Value Tradeoff Process, with Technical Approach being more important than Price. Technical evaluation will assess Minimal Requirements (Neutral Atmosphere Data) and Desired Capabilities (TEC, Temporal Resolution Enhancements). Price will be evaluated for completeness, reasonableness, and consistency.
  • Award Intent: Multiple awards (up to three independent providers) are intended to ensure data redundancy and high availability.
