Scope of Work
This project requires the supply of nine complete rubber draft tube bulkhead seal assemblies, including one spare, to replace existing seals at the Fort Randall Dam. The seals must be made of fully molded natural rubber/Polyisoprene, with specific requirements for splices, reinforcing materials, and curing. Fluorocarbon (PTFE) clad rubber seals are also specified, with detailed physical property requirements for tensile strength, elongation, modulus, durometer hardness, water absorption, compression set, aging resistance, and low-temperature brittleness. Extruded seals will not be accepted.

Submission & Evaluation

The evaluation will be based on a "Best Value-Tradeoff" approach, considering Technical, Past Performance, Delivery, and Price. Technical, Past Performance, and Delivery are considered more important than price. Offerors must submit three projects from the past ten years demonstrating experience with bulkhead seals manufacturing and provide a detailed delivery schedule. Lower total bid prices will receive favorable evaluation. Offerors must hold prices firm for 90 calendar days from the offer due date.
