Lower total bid prices will receive favorable evaluation, but technical, past performance, and delivery are considered more important than price.

• Offerors agree to hold prices firm for 90 calendar days from the offer due date.

Statement of Work (SOW)

This project aims to supply nine (9) rubber draft tube bulkhead seal assemblies, including one (1) spare, for the Fort Randall Dam. The existing seals, fabricated in 1949, are showing signs of degradation leading to increased leakage.

• Supply nine (9) complete rubber seal assemblies.

• Provide rubber seals made of fully molded natural rubber/Polyisoprene, with specific requirements for splices, reinforcing materials, and curing.

• Supply fluorocarbon (PTFE) clad rubber seals with specific physical properties for tensile strength and elongation.

• Seals must meet specified physical test requirements including Tensile Strength, Elongation at Break, Modulus, Durometer Hardness, Water Absorption, Compression Set, aging resistance, and low-temperature brittleness.

• Fluorocarbon film adhesion bond must meet specified loads without separation.

• Material tests and analyses must be performed and certified by an approved laboratory.

• Delivery Period: Must be completed 150 days after the date of contract award.

• Place of Delivery: United States Army Corps of Engineers, Fort Randall Dam, Pickstown, SD 57367.

• Submittals: Prior to work commencement, submit Seal Manufacturers Recommended Storage, Recommended Delivery, Seal Shop Drawings, Material Test Report, and Fluorocarbon Adhesion Bond Test Report for Government approval.

• Quality Control: Contractor must designate a quality control contact person.
