This is a combined synopsis/solicitation for commercial items, issued as a Request for Quotation (RFQ) by the Louisiana Air National Guard (LA ANG). The LA ANG seeks to procure non-personal services for Wing Drug Demand Reduction Program Managers (WDDRPM) and Adjunct Drug Testing Program Administrative Managers (DTPAM).

• Provision of Wing Drug Demand Reduction Program Managers (WDDRPM).

• Provision of Adjunct Drug Testing Program Administrative Managers (DTPAM).

• Services are required at multiple locations: 159 FW/214 EIS (Belle Chasse, LA), JFHQ/CAOS (New Orleans, LA), 236 CBCS (Hammond, LA), and 259 ATCS (Alexandria, LA).

• Estimated travel costs are included and require COR approval prior to arrangements.

• The Performance Work Statement (PWS) is detailed in Attachment 1.

• Contract Type: Firm Fixed Price.

• Period of Performance: Base Year (2 Mar 2026 – 1 Mar 2027) plus one Option Year (2 Mar 2027 – 1 Mar 2028).

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for providing Drug Demand Reduction Program (DDRP) Specimen Collection Services. The objective is to ensure compliance with Department of Air Force Manual (DAFMAN) and Department of Defense (DoD) directives for specimen collection for laboratory testing.

• Provide all necessary personnel, equipment, tools, and materials for DDRP specimen collection.

• Services are non-personal and require Wing Drug Demand Reduction Program Managers (WDDRPM) and Adjunct Drug Testing Program Administrative Managers (DTPAM).

• Testing is primarily conducted via random selection, but other types may be requested.

• Contractor personnel must comply with all installation regulations, including fire, traffic, safety, and security.

• Teleworking is not authorized.

• Quality Control (QC) Plan required to ensure services meet PWS requirements.

• Quality Assurance (QA) by the Government will evaluate performance against defined standards.

• Performance Requirements Summary (PRS) outlines objectives such as meeting deadlines (95% quarterly) and providing specified personnel (WDDRPMs and DTPAMs) 100% of the time.

• Period of Performance: One-year base period (21 February 2026 - 20 February 2027) with one one-year option period (21 February 2027 - 20 February 2028).

• Place of Performance: Services to be provided at specified Louisiana Air National Guard installations, including 159th Fighter Wing, 214th EIS Installation, JFHQ/CAOS, 236th CBCS, and 259th ATCS.

• Services to be provided between 0700 and 1500 on scheduled testing days, typically during Regularly Scheduled Drills (RSD), coordinated with the Contracting Officer Representative (COR).

• Personnel must obtain base identification and vehicle passes.

• All contractor employees must complete Antiterrorism Awareness Level I training within 15 calendar days of contract start.

• Compliance with COMSEC/IT security, PII protection, and physical security is required.

• Contractor shall designate a Contract Manager (CM) with full authority.

• Contractor employees must identify themselves as such and wear distinguishing identification badges.

• Zero-tolerance policy for trafficking in persons.

• Organizational Conflicts of Interest (OCI) must be identified and mitigated.

• Government will furnish workspace, desk space, telephones, and computers.

• Contractor shall provide WDDRPM, Adjunct DTPAM, and DTPAM personnel.
