Quick Summary

The Louisiana Air National Guard (LA ANG), under the Department of Defense, is soliciting proposals for Drug Demand Reduction Program (DDRP) Specimen Collection Services. This Total Small Business Set-Aside opportunity seeks non-personal services to provide Wing Drug Demand Reduction Program Managers (WDDRPM) and Adjunct Drug Testing Program Administrative Managers (DTPAM) at various LA ANG installations. The response deadline has been extended to February 20, 2026, at 3:00 PM Z.

Scope of Work

The contractor will provide all necessary personnel, equipment, tools, and materials for DDRP specimen collection services. This includes supplying one (1) WDDRPM, one (1) Adjunct DTPAM, and three (3) DTPAMs per scheduled testing day. Key tasks involve specimen collection, packaging, and shipping to Air Force Medical Readiness Agency (AFMRA) laboratories, ensuring strict adherence to established DDRP testing procedures and chain of custody. Testing is primarily conducted monthly during Regularly Scheduled Drills (RSD) but may include ad hoc events. The Government will provide all testing consumables, materials, and MRO/lab testing. Civilian personnel qualifications are governed by DAFMAN 44-197, Chapter 3, allowing for equivalent experience. DTPAM and Adjunct DTPAM roles are interchangeable for this solicitation.
