Quick Summary

The U.S. Coast Guard (USCG), under the Department of Homeland Security, is soliciting proposals for Unplanned Drydock Repairs (UPDD) for the USCGC BEAR (WMEC 901) during Fiscal Year 2026. This Total Small Business Set-Aside opportunity requires comprehensive ship repair services, including ballast tank preservation and drydocking. Proposals are due by April 15, 2026, at 10:00 AM EDT.

Scope of Work

This solicitation covers three primary work items for the USCGC BEAR:

  • Work Item 1: Tanks, Ballast, Repair and Preserve 100 Percent: This involves repairing internal structures and coating 100% of the surfaces of specific ballast tanks (4-228-1-W, 4-228-2-W, and 4-242-0-W). These tanks, used for grey water, are classified as immediately dangerous to life and health (IDLH). Work includes cropping and renewing approximately 300 sq ft of steel plating and internal structure per tank, renewing manhole rings and covers, and fabricating/installing a missing baffle. Ultrasonic thickness (UT) and pit-depth measurements are required.
  • Work Item 2: Drydock: This covers the drydocking and undocking of the vessel, including hull cleaning (high-pressure fresh water wash), specific blocking arrangements, and the provision of a government-furnished transducer cover plate. Pre-award calculations for drydocking are required.
  • Work Item 3: Temporary Services, Provide - Cutter: The contractor must provide essential temporary services during the availability, such as office space, electrical power, hazardous material/waste disposal, heavy lift equipment (48 hours), potable water, cooling water, firemain system, refuse disposal, and sewage/grey water disposal.
