This solicitation is for the supply and delivery of Solid Carbon Dioxide (Dry Ice) in pellet form to the National Institute of Standards and Technology (NIST) in Gaithersburg, Maryland. The NIST Storeroom requires a supplier to provide this item twice weekly, with potential for additional deliveries as needed.

• Product: Solid Carbon Dioxide (Dry Ice) in pellet form.

• Specifications: Purity typically ≥ 99.9% CO2.

• Packaging: Dry ice must be packaged in 50-pound, double-walled cardboard boxes with a minimum burst test pressure of 275 lbs.

• Delivery Frequency: Estimated 12-18 boxes ordered per order, twice a week, with delivery occurring twice a week.

• Period of Performance: 1-year Base Period (3/1/2026 - 2/28/2027) with four 1-year Option Periods and a possible 6-month Extension Period.

• Contract Type: Firm-fixed-price award.

• Submission: Offers must be submitted by February 11, 2026, at 1:00 PM ET.

• Evaluation: The contract will be awarded using the Lowest Price Technically Acceptable (LPTA) source selection procedure. Proposals will be evaluated based on Technical Capability, Past Performance, and Price.

• Proposal Structure: Two volumes are required: Volume 1 (Price Proposal - SF 1449) and Volume 2 (Technical Proposal - Non-Price Evaluation Factors).

• Technical POC Section: Information about the client's Technical Point of Contact, including contact details and ratings on overall technical performance, quality, schedule, and cost. It also asks if the contractor proactively identified risks and if the POC would use the company again.
• Contracting POC Section: Information about the client's Contracting Point of Contact, including contact details and ratings on overall contractual performance, and if the POC would use the company again.
• Submission Instructions: The completed form should not exceed 3 pages and must be emailed to helen.wesley@nist.gov and tony.schmidt@nist.gov.
