Scope of Work
The extensive scope of work, detailed in the Statement of Work, includes structural analysis (utilizing 3D laser scanning), hull plating inspection and preservation, cleaning and inspection of various tanks (dirty oil, oily water, fuel, grey water, sewage), renewal of propulsion shafts, propellers, rudder assemblies, and bearings, and maintenance of sea water and HVAC systems. Additional tasks involve electrical system thermographic inspection, replacement of the Intrusion Detection System and Fire Alarm Control Panel, and renewal of cathodic protection/zinc anodes. The contractor must provide a facility accessible from a navigable waterway with a minimum water depth of 12 feet and a minimum height clearance of 55 feet. Adherence to SFLC Standard Specifications, personnel qualifications, and strict environmental and safety protocols are mandatory.
Contract Details
This will be a Firm Fixed Price contract. The Period of Performance is scheduled from April 21, 2026, to June 24, 2026. Evaluation will be based on Technical Capability, Past Performance, and Price, with Technical Capability and Past Performance considered significantly more important than price. Funds are not presently available, and any award is contingent upon fund availability.
Submission Requirements
Quotations must be submitted electronically via email by February 6, 2026, at 5:00 PM EST. Clarifications indicate that the mast cannot be lowered but can be removed via crane. The total height from the top of the pilothouse to the antenna foundation is about 20.5 feet (excluding the antenna). The cutter will be drydocked in position 2.
