This document provides responses to vendor questions regarding the Solicitation #SP470226Q0007 for Document Destruction Services.

• Contract Status: The requirement is for a brand-new contract, not an extension of an existing one. The current contract number is SP4702-21-P-0007, held by Royal Document Destruction, Inc., and it is not being extended by bridge contracts.

• Period of Performance: The anticipated start date is May 10th, 2026. "Bi-weekly" means once every two weeks.

• Container Color: While the solicitation requires containers to be red or blue, a red or blue sticker of at least 40 square inches (6" band) will be acceptable as an alternative to purchasing new bins.

• Number of Totes: The correct number of totes is 150, not 120.

• Shredding Standards: The NAID standard for pierce & tear shred with blades set at 5/8-inch is acceptable.

• Non-Paper Media Destruction: Any requests for non-paper media destruction will be considered a modification to the contract and will require a separate line item.

• The document clarifies requirements related to container marking, number of totes, and shredding standards. It also confirms the contract is new and provides the current incumbent and contract end date (May 9th, 2026). No changes to proposal deadlines or submission rules are indicated.

Performance Work Statement (PWS)

To establish an effective document destruction plan to support the mission of the organization by providing bi-weekly on-site document destruction services at Defense Supply Center Columbus (DSCC).

• Provide all personnel, equipment, tools, materials, supervision, and non-personnel services for bi-weekly on-site document destruction.

• Supply a minimum of 150 lockable document collection bins (95 or 96-gallon) with metal locks and hinges. Bins should be RED or BLUE.

• Perform on-site shredding producing partial residue not exceeding 5/8-inch crosscut shred in width or smaller strips.

• Transport all shredded material for reuse or recycling. Contractor is responsible for all disposal fees.

• Provide verification of documents destroyed prior to leaving the installation.

• Recycle 100% of shredded material and documents within the continental United States.

• Handle a variety of unclassified paper/material awaiting removal, including bulk palletized/skidded materials and unscheduled service visits.

• Shredded material residue size: not exceeding 5/8-inch crosscut shred.

• Recycling: 100% of shredded material.

• Waste receipts provided within 24 hours of each visit.

• Certificate of Destruction provided no later than 24 hours after shredding.

• Contractor to develop and maintain an effective Quality Control (QC) program.

Quality Assurance Surveillance Plan (QASP)

• Inspection and Evaluation: The government may inspect contractor performance against contract requirements.

• Work Schedule: The contractor's work schedule will be used to record validation results, serving as the official government record of performance.

• Contract Discrepancy Report (CDR): Issued for unmet performance thresholds or unaccomplished performance. Contractor response is required within 10 calendar days.

• Periodic Validations: Scheduled evaluations of contractor work. Unsatisfactory results require re-performance within 24 hours or an agreed-upon timeframe.

• Complaints: Customer complaints will be received and investigated by the government. Validated complaints of inadequate service require a written corrective action plan from the contractor within 48 hours.

• Progress Meetings: Periodic meetings between the COR (or designee) and the contractor to discuss performance, potential improvements, contract modifications, unsatisfactory inspections, and valid customer complaints. Meeting minutes will be documented.

• Performance Objectives & Standards: Details the performance objectives and standards the contractor must meet, along with the COR's surveillance methods.

• Deliverable: Services received as stated and in accordance with the contract.

• Measurement Universe: Satisfactory completion of all corrections defined as discrepancies during surveillance.

Solicitation / RFP / RFQ

This is a Request for Quotation (RFQ) for commercial items, with solicitation number SP4702-26-Q-0007. The government intends to evaluate quotes and make an award without discussions. The period of performance will be one base year and four option years.

Offerors must provide all documentation identified in FAR 52.212-1(b) with their offer. This includes a signed Standard Form 1449, completed pricing documents and CLINs, and any requirements included in attachments. All four option years must be quoted.

The contract will be awarded to the responsible vendor whose quote is most advantageous to the Government, considering price and other factors. The period of performance is one base year and four option years.

The acquisition is set aside for Small Business. The NAICS code is 561990 with a size standard of $16.5 million. The solicitation also indicates potential set-asides for HUBZone Small Business, Service-Disabled Veteran-Owned Small Business, Women-Owned Small Business (WOSB) eligible under the WOSB Program, and Economically Disadvantaged Women-Owned Small Business (EDWOSB).

• Offerors agree to hold prices firm for 90 calendar days from the receipt date.
