Project Overview
The objective is to construct the Dry Swale 3 stormwater management facility within the Elk Pasture area at DSCR. This facility will provide sediment and nutrient removal for stormwater runoff before it enters Kingsland Creek, ultimately draining to the Chesapeake Bay. The project is essential for meeting established sediment and nutrient removal goals.
Scope of Work
The contractor will provide all labor, materials, and equipment for the construction of Dry Swale 3, specifically:
- Constructing a concrete weir wall (12" thick, cast-in-place or precast option allowed).
- Installing the underdrain system (6" PVC pipe) only under the concrete wall (DSCR will provide the pipe).
- Installing a new chain link fence around the Dry Swale 3 site, matching DSCR standards (assumed 8-foot).
- Implementing erosion and sediment control measures, including silt fence installation (material provided by DSCR) and storm drain inlet protection.
- Note: DSCR Maintenance group will handle excavation, grading, general underdrain system installation, and geotextile installation.

Key Requirements & Qualifications
Offerors must:
- Possess a bona fide place of business within 125 miles of DSCR (Richmond, VA) with at least one full-time employee.
- Demonstrate a minimum of five (5) years of relevant experience in similar stormwater management facility projects (earthwork, grading, underground utilities, reinforced concrete).
- Be familiar with Virginia DEQ Stormwater Management Handbook standards, Department of Defense construction standards, and Unified Facilities Criteria (UFC).
- Ensure all personnel are OSHA-certified and trained in federal environmental compliance.
- Be capable of obtaining base access clearance (requires pre-enrollment in DBIDS and vetting).
- Possess valid insurance coverage.
- Provide verifiable references from at least three (3) similar projects and include contract numbers in proposals.
