This document is a Request for Information (RFI) Questionnaire designed to gather detailed information from potential vendors regarding their capabilities and interest in the DTRA RD PMS Advisory & Assistance Services (A&AS) acquisition. It serves to help the government understand industry's capacity and inform the acquisition strategy.

• Company Information: Name, UEI, CAGE code, Facility Clearance (minimum TOP SECRET required), DCAA audit status, tax ID, affiliate details.
• Socioeconomic Status: Small Business (SB) categories (Veteran-Owned, Service-Disabled Veteran-Owned, HUBZone, Small Disadvantaged, Women-Owned, 8(a), Indian Organization, HBCU/MI), Large Business, Institute of Higher Learning, Non-Profit.
• Contracting Interest: Prime or Subcontractor status, number of current prime contracts, and experience with DTRA contracts.
• Subcontracting Goals: Recommended small business subcontracting percentages.
• Company Profile: Detailed description of company, history, locations, employee breakdown (billable/unbillable), revenues, primary sector/customers/lines of business, STEM degrees, affiliate descriptions, and past federal teaming arrangements.
• Past Performance: Details on three largest contracts under NAICS 541990 or similar, including revenue, prime/subcontractor role, FTEs, and period of performance.
• Scope Area Capability: Self-assessment of experience in Program Management, Financial Management, Policy Support, and specific Chemical/Biological, Counter WMD, Nuclear, Operations, and Test & Assessment technologies.
• Acquisition Strategy Recommendations: Suggestions for maximizing competition.
• Financial Viability: Demonstration of financial ability to perform.
• Transition Period: Feedback on the adequacy of a three-month transition period.
• Innovative Approaches: Suggestions for fostering improvements in performance quality, staffing, training, etc.
• OASIS+ Experience: Experience and lessons learned with the GSA OASIS+ contract vehicle.
• Questions for Consideration: Specific questions regarding small business set-asides, prime/subcontractor intent, acquisition strategy risks, and limitations on subcontracting.

Vendors must complete and return this questionnaire by January 17, 2025, 1700 EST to julliette.n.hernandezsantamaria.civ@mail.mil and pinkesh.m.patel.civ@mail.mil. Responses should be in Microsoft Word format, without graphics. Incomplete or late submissions may not be considered. This RFI is crucial for understanding the government's needs and for potential offerors to demonstrate their capabilities and inform the final acquisition strategy. Information provided will be protected as source selection sensitive.

Performance Work Statement (PWS)

This PWS outlines the requirement for Program Management Support (PMS) Advisory & Assistance Support (A&AS) for the Defense Threat Reduction Agency (DTRA) Research and Development (RD) Directorate. The goal is to provide programmatic, financial, and policy expertise within the chemical, biological, radiological, nuclear, and high-yield explosives (CBRNE) spectrum and the countering weapons of mass destruction (CWMD) mission space.

The contractor will act as a "trusted agent" for the agency, providing dedicated and unbiased A&AS support. The scope includes:

• Program Management (PM): Program analysis, technical program/project management, systems analysis, acquisition support, project control, planning, strategic planning, and requirements management.
• Financial Management (FM) Support: Financial analysis, budget analysis, DoD Planning, Programming, Budget and Execution (PPBE) preparation, and cost analysis.
• Policy Support: Expertise in CWMD policy, US Government, DoD, and DTRA standards, doctrine, policies, and procedures, and multi-agency security responses.

The contractor will support the RD Directorate's mission, which involves research, development, test, and evaluation (RDT&E) for countering WMD and emerging threats. Specific tasks include:

• Portfolio/Programmatic Management: Planning, integration, and implementation of R&D programs, protecting classified information, workforce planning, and resource management.

• Systems Analysis: Identifying and recommending improvements to processes and activities for efficiency and effectiveness.

• Requirements Management: Tracking capability requirements, analyzing scientific and technical capabilities, and ensuring RD's interests are incorporated into DoD requirements documents.

• Acquisition Support: Assisting in the management and execution of acquisition processes, including rapid acquisition and strategy development.

• Test Support: Providing test support and management for RD test programs and activities.

• Strategic Planning and Communications: Supporting strategic planning, external engagements, and communication efforts for the RD Directorate.

• Technical Writing: Providing assistance in preparing and editing briefings and documentation.

• A planned minimum 120-day transition phase is included, with the program activity start date on TBD 2026.

• Government-provided office space will be available for some positions at Ft. Belvoir or the National Capitol Region. Remote support may be required.

• All contractor personnel must be U.S. citizens and hold a minimum of a Secret security clearance.

• A Top Secret clearance may be required for certain positions, potentially including SCI access.

Contract deliverables will be in accordance with the Contract Data Requirements List (CDRLs) at Exhibit A.

Request for Information (RFI) / Sources Sought

This RFI is for market research purposes only and is not a solicitation for proposals. The Defense Threat Reduction Agency (DTRA) is seeking information to inform a strategic plan for future investments in counter weapons of mass destruction (CWMD) technologies. The objective of a future solicitation is to acquire Program Management (PM) Advisory & Assistance Services (A&AS) support for DTRA's Research and Development (RD) Directorate.

The RD Directorate requires A&AS support for programmatic expertise across chemical, biological, radiological, nuclear, and explosives (CBRNE), improvised threats, CWMD, countering improvised threats (C-IT), and countering improvised threat networks (CTN). This includes program management, project management, analysis, acquisition support, strategic planning, technical writing, policy development, and financial management.

• Acquisition Strategy: Intended as a small business set-aside through GSA's One Acquisition Solution for Integrated Services (OASIS+) multiple award contract.

• NAICS Code: 541990, with a size standard of $19.5 million.

• Contract Type: Planned as Cost-Plus Fixed Fee.

• Timeline: Estimated RFP issue date in early 2025, award in early 2026, with a one-year base period and four one-year option periods.

• Organizational Conflict of Interest (OCI): Offerors providing A&AS services to RD are prohibited from performing any other work for RD to avoid OCI.

• Interested sources are encouraged to provide feedback on the proposed acquisition strategy, focusing on increasing competition, innovation, and small business participation.

• Responses should be limited to 10 pages (excluding cover page, cover letter, TOC, Attachment 2, and LOCs).

• Respondents must demonstrate capability, capacity, and financial viability.
