Scope of Work
The future contract will require dedicated and unbiased A&AS support, acting as a "trusted agent" for DTRA's RD Directorate. This includes programmatic, financial, and policy expertise within the chemical, biological, radiological, nuclear, and high-yield explosives (CBRNE) spectrum and the countering weapons of mass destruction (CWMD) mission space. Key support areas include:
- Program Management (PM): Program analysis, technical program/project management, systems analysis, acquisition support, project control, planning, strategic planning, and requirements management.
- Financial Management (FM) Support: Financial analysis, budget analysis, DoD Planning, Programming, Budget and Execution (PPBE) preparation, and cost analysis.
- Policy Support: Expertise in CWMD policy, US Government, DoD, and DTRA standards, doctrine, policies, and procedures, and multi-agency security responses.

Key Requirements & Instructions
Interested vendors must complete and return Attachment 2 – PMS A&AS RFI Questionnaire and provide feedback on the proposed acquisition strategy. Responses should be limited to 10 pages (excluding cover page, TOC, and attachments), in Microsoft Word format, without graphics, and must be UNCLASSIFIED. All contractor personnel must be U.S. citizens and hold a minimum of a Secret security clearance, with some positions requiring Top Secret/SCI access. Government-provided office space may be available at Ft. Belvoir or the National Capitol Region.

This RFI is for market research and planning purposes only and does not constitute a solicitation. DTRA is not seeking proposals at this time. Offerors providing A&AS services to RD will be prohibited from performing any other work for RD to avoid Organizational Conflict of Interest (OCI).
