Request for Information (RFI)

This RFI is issued by the Department of War Education Activity (DOWEA) to gather information from eligible institutions of higher education regarding potential approaches, capabilities, and standard practices for establishing formal Memorandums of Understanding (MOUs) or Memorandums of Agreement (MOAs). The goal is to support planning and coordination for a potential system-wide dual or concurrent enrollment program for DOWEA high school students, as authorized by the National Defense Authorization Act (NDAA) for Fiscal Year 2026. DOWEA currently operates 161 schools globally and supports students on an ad hoc basis for dual enrollment.

Institutions are requested to provide details on:

• Institutional Integrity: Proof of active Program Participation Agreement under the Higher Education Act.

• Overview: Brief introduction to the institution.

• Collaboration Plan: Strategy for designing and implementing a dual enrollment program, including course sequence alignment, outreach, virtual meetings, and a primary point of contact.

• Global Service: Strategy and infrastructure for serving a worldwide agency.

• Military Community Experience: Evidence of working with military-connected communities.

• Active Agreements: List of current dual enrollment MOUs/MOAs.

• Credit Transferability: Specifics on credit transferability and accepting institutions.

• Eligible Courses: How dual enrollment courses are selected and offered.

• Teacher Qualifications: Process for qualifying DOWEA teachers to teach courses for dual credit, including professional development and expectations for dual enrollment faculty.

• Flexible Course Delivery: Options for course delivery (synchronous, asynchronous, etc.).

• Technical Support: Technological or logistics requirements and support.

• Cost Per Course: Pricing and itemized fees.
