Purpose & Scope
The contractor will provide comprehensive environmental support, including operating the Dugway Proving Ground (DPG) Central Hazardous Waste Storage Facility (CHWSF) and managing hazardous, non-regulated, and decontaminated chemical agent-related waste streams. Services ensure DPG's compliance with RCRA Part B, Clean Air Act Title V, and English Village Landfill Permits. The scope includes hazardous waste management, transportation, sampling, laboratory analysis, PCB and container management, 90-day storage sites, SWMU/HWMU operations, various inspections (CHWSF, DTTF, RCRA), manifest generation, off-site disposal, generator training, used oil management, RCRA/CAA technical management, universal waste, groundwater monitoring, UST management, and TSCA compliance support.

Key Updates from Amendment 0005
Amendment 0005 provides final Government responses to industry questions, updates proposal instructions, and establishes final cybersecurity evaluation criteria. Key changes include:
- Proposal Instructions: Key Personnel resumes are now included in the Volume II page count (35 pages max), while signed Letters of Commitment are excluded. Volume I page limit is 25 pages. A labor rate breakdown for TSCA Technical Writing Support (0.25 FTE) must be incorporated into Table 3 of the pricing spreadsheet, with costs absorbed into the FFP sustainment CLINs. Offerors must submit 10-digit CMMC Unique Identifiers (UIDs) and a verbatim CMMC affirmation statement in Volume I. All pricing data must be entered exclusively on the Price Proposal Spreadsheet (Attachment 01).
- Evaluation Criteria: Cybersecurity/CUI Protection has been removed as a Mission Capability technical sub-factor. CMMC 2.0 compliance is now a strict Pre-Award Responsibility and Eligibility Requirement.
- Cybersecurity Requirements: Offerors must have a valid CMMC Level 2 (Self) status (Final or Conditional) posted in the Supplier Performance Risk System (SPRS) prior to award. A "Conditional" status requires a minimum assessment score ratio of 0.8 (88 out of 110). Critical security requirements cannot be included in a Plan of Action and Milestones (POA&M). Subcontractors handling CUI must also achieve compliant CMMC status prior to subcontract award.
