Performance Work Statement (PWS)

To provide year-round janitorial services at the U. S. Army Corps of Engineers, Dworshak Project in Ahsahka, Idaho, ensuring clean, professional, and well-maintained facilities for employees, visitors, and officials.

The contractor shall provide all personnel, equipment, supplies, and services necessary to clean and maintain seven separate buildings, including office, visitor, and industrial areas, as well as limited building exteriors and surrounding grounds. Services include general cleaning of interior and high surfaces, environmental surfaces, glass, waste receptacles, building entrances, elevators, restrooms, kitchens, industrial areas, and specific exterior building components. Floor care includes routine and periodic maintenance for various floor types (concrete, carpet, terrazzo, vinyl tile, ceramic tile) and interior floor mats.

• Services must meet contract standards by 6:00 a.m. on weekdays, and by 6:00 a.m. daily for Visitor Areas between Memorial Day and Labor Day.

• Quality Control Program (QCP) is required, with specific elements including personnel qualifications, inspection schedules, record maintenance, training plans, and inventory control.

• Performance is evaluated against a Quality Assurance Surveillance Plan (QASP).

• Acceptable Quality Levels (AQLs) are set at 95% for Visitor Areas and Powerhouse Control Room, and 85% for all other areas.

• Year-round janitorial services at the Dworshak Project, Ahsahka, Idaho.

• Contractor work hours are generally limited to outside the buildings' Hours of Occupancy, with exceptions coordinated with the COR.

• Safety: Compliance with EM 385-1-1, USACE Safety and Health Requirements Manual, including a site-specific Accident Prevention Plan (APP) and COVID-19 monitoring plan.

• Environmental: Proper disposal of wastewater, immediate cleanup of spills, and utility conservation.

• Security: Compliance with DoD and Army security training (AT Level I, OPSEC), physical access control procedures, and suspicious activity reporting. Background checks and E-Verify are required for personnel.

• Personnel: Employees must be at least 18, qualified, and present a neat appearance, wearing company identification and government-issued photo ID.

• Supplies: Contractor must provide specific consumables (toilet tissue, paper towels, batteries, soap, liners, urinal screens) and cleaning chemicals meeting USDA BioPreferred standards. Recycled materials are required for paper products.

• Deliverables: Include Quality Control Plan, Accident Prevention Plan, E-Verify Reports, background check documentation, and training certificates.

• Government Furnished Items: Includes use of sanitation facilities, limited storage space, utility sinks, electricity, water, and access/safety items (badges, keys, pagers).
