Purpose & Scope
This market research aims to gauge interest, capabilities, and qualifications from both small and large businesses for the production of the Early Entry Fluid Distribution System (E2FDS). The E2FDS (NSN: 3835-01-695-7597, Part No: 12630500) is designed for bulk fuel and raw water distribution, configurable into a 50-mile trace, including Command and Control Modules, Automated Pump Stations, and a Hose Retrieval Unit. The survey also covers Ancillary Support Equipment (NSN: 2540-01-695-7605, Part No: 12630550).
Key Information Requested from Vendors
ACC-DTA is seeking information on:
- Manufacturing capabilities and relevant past performance.
- Production locations and experience with First Article Testing (FAT) or Production Verification Testing (PVT).
- Quality management systems (e.g., ISO 9001) and experience with fuel/water distribution products.
- Storage capabilities for the E2FDS system.
- Estimated production lead times and yearly production rates (minimum/maximum).
- Anticipated unit costs for initial and future procurements.
- Familiarity with Level (3) Product Level TDPs and CAD software (Creo).
- Proposed fabrication and production processes.
- Experience with Engineering Change Proposals (ECPs) and configuration management.
Technical Data Package (TDP) Access
A preliminary TDP is available, restricted to Department of Defense (DoD) and U.S. DoD contractors. Access requires a current DD 2345 certification with DLIS and submission of a signed Non-Disclosure Agreement (NDA). Vendors must request access via SAM.gov and email the NDA to the specified contacts. The NDA outlines terms for data usage, restrictions, security measures, and destruction requirements.
