The Army Contracting Command – Detroit Arsenal (ACC-DTA) is conducting a Sources Sought / Market Research Survey for the E2FDS Recompete Effort. This initiative seeks to identify qualified businesses, both small and large, capable of producing the Early Entry Fluid Distribution System (E2FDS) Standard Five-Mile Set and its Ancillary Support Equipment. The E2FDS provides early entry bulk fuel and raw water distribution capabilities. Responses will inform ACC-DTA's acquisition strategy for a potential future procurement. Responses are due March 7, 2026.
Scope of Work
The E2FDS is designed for bulk fuel (up to 850,000 gallons/day) or raw water (up to 650,000 gallons/day) distribution, deployable at 25 miles/day and retrievable at 10 miles/day. Each system comprises five-mile sets configurable into a 50-mile trace, including eight 20’ ISO containers, two Command and Control Modules (C2Ms), Automated Pump Stations, a Hose Retrieval Unit (HRU), and five miles of flexible hose with support equipment. Estimated quantities are 9 sets over 5 years (2 per year for Years 1-4, 1 for Year 5).
Key Information Requested
Vendors are asked to provide details on:
- Manufacturing Capabilities: Past performance, production locations, experience with First Article Testing (FAT) or Production Verification Testing (PVT), quality management systems (e.g., ISO 9001), and experience with fuel/water distribution products and processes.
- Production & Cost: Storage capabilities, estimated production lead times, yearly production rates (minimum/maximum), and anticipated unit costs for initial and future systems.
- Technical Expertise: Experience with Level (3) Product Level Technical Data Packages (TDPs), CAD software (Creo), fabrication/production processes, Engineering Change Proposals (ECPs), and configuration management.
Technical Data Package (TDP)
A preliminary Government Owned Technical Data Package (TDP) is available. Access is restricted to Department of Defense (DoD) and U.S. DoD contractors only. Eligibility requires a current DD 2345 certification with DLIS and submission of a signed Non-Disclosure Agreement (NDA). The fillable NDA is embedded in the SAM.gov survey and must be submitted via email to the contacts provided. The NDA outlines data usage restrictions, security measures, indemnification, and data destruction requirements.
