This notice is a market research survey by the Army Contracting Command – Detroit Arsenal (ACC-DTA) to gather information on industry interest, capabilities, and qualifications for the production of the E2FDS Standard Five-Mile Set (NSN: 3835-01-695-7597, Part No: 12630500) and Ancillary Support Equipment (NSN: 2540-01-695-7605, Part No: 12630550). The estimated quantities are 9 sets over 5 years (2 per year for Years 1-4, 1 for Year 5). This research will help ACC-DTA plan its acquisition strategy for a potential future acquisition.

The E2FDS is an early entry bulk fuel and raw water distribution system capable of throughput up to 850,000 gallons of petroleum or 650,000 gallons of non-potable water per day. It can be configured into a 50-mile trace and includes Command and Control Modules, Automated Pump Stations, Hose Retrieval Units, and flexible hose with support equipment.

A preliminary TDP is available, but access is restricted to Department of Defense (DoD) and U.S. DoD contractors with a current DD 2345 certification. Interested vendors must submit a signed Non-Disclosure Agreement (NDA) to access the TDP.

• Response Deadline: March 7, 2026.

• Survey Content: Vendors are asked to provide company profile information, business type, NAICS code appropriateness, non-manufacturer rule qualifications, experience with similar products, manufacturing capabilities, quality management systems, production capacity, cost estimates (lead times, unit costs, AUMC), and experience with specific technical requirements like Level (3) Product Level TDPs and Creo CAD software.

• First Article Testing: Production Verification Test (PVT) is anticipated.

• Proprietary Information: Clearly mark any proprietary information and include a release statement for Army personnel.

• Responses are voluntary and no compensation will be provided.

• Quality management systems and certifications (e.g., ISO 9001).
• Experience with fuel or water distribution products and production processes.
• Storage capabilities for the E2FDS system.
• Estimated production lead times and yearly production rates.
• Anticipated unit costs for initial systems and future procurements.
• Minimum and maximum yearly production rates.
• Experience with Level (3) Product Level TDPs and CAD software (Creo).
• Proposed fabrication and production processes.
• Familiarity with Engineering Change Proposals (ECPs) and configuration management.
