EDIS - CONDUCT SURVEY OF BASEMENT WALL

• Documentation: Providing photographic records, technical information, and a comprehensive written report with findings, analysis, and recommended repairs.
• CAD Drawings: Producing architectural drawings detailing wall damage, repair locations, and mortar upgrade areas.
• Methodology: Recommending treatment adhering to National Park Service and Department of Interior Standards for historic preservation, including future monitoring.

Contract & Timeline

• Contract Type: Combined Synopsis/Solicitation (Firm-Fixed-Price anticipated).
• Set-Aside: Total Small Business Set-Aside (FAR 19.5).
• Period of Performance: Work must commence within 10 calendar days of award and be completed within eight months. On-site work hours are restricted to 9:00 am - 3:30 pm, Monday-Thursday, excluding holidays.

Evaluation Factors

• Price: Cost proposal. Offerors must submit a Past Performance Questionnaire and a Technical Questionnaire detailing their project approach, experience, technical knowledge, equipment, and quality assurance measures.

Additional Requirements

• Compliance: Work must comply with NEPA 106 and OSHA regulations. Contractors must adhere to the Thomas Edison National Historical Park's Contractor Monitoring SOP, including security protocols, workplace conduct, and safety requirements.
• Insurance: A certificate of insurance for $1 million is required within ten days of award, along with proof of liability insurance and standard bonding.
• SAM Registration: Contractors must be registered in SAM.gov prior to award.
• Pre-Proposal Meeting: Proposers are strongly encouraged to visit the site. Questions must be submitted in writing to the Contracting Officer no later than five days before the closing date.
