Amendment / Modification

• Offer Format: A complete offer consists of three volumes:
  • Volume I - Contract Documentation: Includes SF 1449, Price Schedule, Representations and Certifications, and other fill-in clauses. Specific instructions are provided for completing the price schedule and for Representations and Certifications (IAW 52.212-3 and SAM.gov). A Small Business Subcontracting Plan is a prerequisite for award for Other Than Small Business offerors, though a formal plan is not required with the initial offer; it will be negotiated with the apparent successful offeror.
  • Volume II - Technical Capability: Requires a technical volume addressing all subfactors and how they meet PWS requirements. This volume must demonstrate understanding and approach to the PWS. Specific technical capability factors include: Grounds Maintenance and Management Plan (with sub-factors for Equipment Plan and Staffing Plan), Proposed Mowing Schedule, Mobilization Plan, Mission Essential Plan, Financial Worksheet, and Small Business Commitment.
  • Volume III - Past and Present Performance: Requires contractors to provide references for recent and relevant contracts (within 3 years of solicitation issuance). Details on describing contractual effort, performance metrics, lessons learned, and corrective actions are provided. Past performance information may be verified telephonically or through questionnaires. Specific details required for each contract listed include contract number, total dollar value, contracting agency, title, program manager, description, contracting officer, period of performance, and type of contract. Contractor Past and Present Performance Questionnaires (Attachment 07) must be sent by the offeror to their customers for direct response to the Government; questionnaires sent directly by the offeror will not be considered. Offerors must also submit Attachment 08 (Past Performance Questionnaire) to their references.
• Submission Deadlines: Questionnaires and references are due by February 05, 2026, at 2:00 pm AKST.
• Page Limitations: Specific page limits are defined for each volume (Volume I: As Required, Volume II: 25 pages, Volume III: 12 pages total). Exceeding these limits may render offers unacceptable.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide non-personal grounds maintenance services at Eielson Air Force Base (AFB) to ensure a healthy, clean, neat, and professional appearance of grounds, including grass, trees, shrubs, and plants.

This PWS outlines requirements for maintaining various types of grounds:

Herbicide/insecticide use is regulated.
• Un-Improved Grounds: Involves mowing grass and vegetation to prevent woody encroachment, including fuel line and power line rights-of-way, and fire department training areas.
• Vegetative Beds, Inert Beds, Rock Beds, and Related Areas: Requires maintenance including fertilizing, watering, weeding, mulching, and repairing damaged plants and shrubs, adhering to Xeriscaping practices.
• Surface Drainage Ditches: Maintenance to ensure they are free of obstructions for continuous water flow.
• Trees: Includes identifying hazards, tree care (bracing, cabling), pruning, and removal (stump and perimeter roots). Specific timelines and size categories apply for removal, including emergency situations.

Performance is evaluated based on results, not method, by the Contracting Officer's Representative (COR) and Contracting Officer (CO). Evaluation considers COR surveillance, tenant satisfaction, and customer complaints. Key performance objectives are detailed in Section 2, including thresholds for defects per month for various service areas (e.g., Maintain Improved Grounds, Maintain BASH/Airfield, etc.). Remedies for deficiencies include re-performance within 24 hours.

• Period of Performance: The growing season is considered April 15 to September 30. A mobilization meeting will occur before each growing season. Specific tasks have defined timelines (e.g., mowing, herbicide application, tree removal).

• Place of Performance: Eielson Air Force Base, Alaska.

• Quality Control: Contractor must provide a written Quality Control Plan.

• Safety: Work must be performed safely, adhering to OSHA requirements. Accident reporting procedures are detailed.

• Environmental Requirements: Approval needed for hazardous materials. Spill control measures and pesticide application regulations must be followed. Specific reporting for pesticide use and hazardous materials inventory is required.

• Permits, Licenses, Certifications: Contractor must obtain necessary permits and certifications, including an Alaska pesticide applicator's license.

• Hours of Operation: Normal duty hours are Monday-Sunday, 0700-2200, with specific restrictions for residential areas. Federal holidays are observed.

• Security: Contractor is responsible for obtaining all necessary clearances, cards, passes, and decals for personnel and vehicles.

• Contractor Operating Location: Government will provide approximately 1,500 SF of floor space and 8,500 SF of exterior space at Building 6220. Utilities (electricity) will be provided; materials will not be provided.

Request for Information (RFI)

This RFI is issued by the 354th Contracting Squadron for information and planning purposes only. It is not a Request for Quote (RFQ) and does not commit the Government to any future procurement. The Government is seeking potential sources for Grounds Maintenance services on Eielson AFB, estimated at approximately 3,500 acres.

Respondents are requested to provide the following:

• Capability Statement: Detail organizational and staff capabilities with supporting documentation for this effort.

• Past Performance: Describe previous work performed on similar requirements.

• Subcontracting/Teaming: Indicate if subcontracting or teaming arrangements are planned and the anticipated percentage of work to be performed by your organization.

• Company Information: Provide organization name, address, email, website, phone number, and point of contact.

• Socioeconomic Status: Include current small/large business status (including 8a, SDB, HubZone, etc.) under NAICS Code 561730, along with company profile details (office location(s), CAGE Code, DUNS number, etc.).
