This document provides responses to questions submitted by prospective offerors regarding Solicitation No. 19BH2026Q0007 for an Electric Forklift. Some similar questions have been combined.

• Alternative Forklift Option: Regarding an alternative option (Aisle Master) with a delivery time longer than 90 days, the answer states that the delivery time is extended and refers bidders to Amendment A001 for changes to the solicitation.
• Training Location: Training for US Embassy personnel will be in-person at the U.S. Embassy Belmopan, 4 Floral Park Road, Belmopan, Belize.
• Power Source: The power source at the charging location is (480/277 v 60Hz), and the charging station is 3 phase.

Bidders should note that Amendment A001 has been issued to address changes related to delivery times.

Amendment / Modification

• The proposal due date has been extended to March 13, 2026, at 12:00 noon local time.

• Section II, "DELIVERY LOCATION AND TIME," has been modified. The delivery timeframe is extended from "not later than 90 days after date of contract award" to "not later than 180 days after date of contract award."

• A new section, "F. Training," has been added under "DESCRIPTION/SPECIFICATIONS/WORK STATEMENT." This section requires the contractor to provide comprehensive training for ten (10) designated employees on the operation of electric forklifts. The training must cover safe operation, hazard recognition, safety protocols (including PPE and load handling), and practical exercises. It must comply with OSHA standards and be conducted by authorized personnel. The training location is specified as the U.S. Embassy Belmopan.

Solicitation / RFP / RFQ

This is a Request for Quotations (RFQ) for an Electric Forklift. The U.S. Government intends to award a purchase order to the responsible company submitting an acceptable offer at the lowest price. Discussions may be held if needed.

• One (1) Landoll Bendi Electrical Forklift Model Quad (4-Stage) Mast B40AC (Brand Name or Equal).

• The forklift must meet specific "Salient Characteristics" detailed in the document, including dimensions, capacity, travel speed, lift speed, lowering speed, mast tilt, wheelbase, overhang, clearance, operator floor height, overhead guard dimensions, overall width, fork carriage width, fork length, fork spread, battery compartment height, aisle dimensions, gradeability, and motor ratings.

• Complete Charging Station.

• Training for U.S. Embassy personnel on operation and maintenance.

• A list of local forklift dealers for diagnosis and parts.

• Required documentation includes brochures, pamphlets, high-resolution pictures, parts and service catalog, and operator and maintenance manuals.

• Optional features required: LED Dual OHG Mounted Headlights, Dual Rear Safety Light Bars, Flashing Light Backup Alarm, Blue Warning Light Forward Facing Mast Mounted and Rear OHD Guard Mounted, Fork Positioner, Automatic Battery Watering System, Laser Indicator for heights.

• Contract Type: Firm-fixed price purchase order.

• Period of Performance: 90 days after contract award.

• Delivery Location: U.S. Despatch Agent, SUVI Global Services, 11380 NW 34th ST, Doral, FL 33178, United States.

• Delivery Time: Not later than 90 days after date of contract award.

• Warranty: Basic (1 year or 2,000 operational hours) and Powertrain (2-3 years or 4,000-6,000 hours).

• Quotations are due by March 6, 2026, at 12:00 pm (local time).

• Submissions must be in English.

• Quotations must be submitted electronically to BelmopanProcurement@state.gov in MS-Word 2007/2010, MS-Excel 2007/2010, or Adobe Acrobat (pdf) format.

• File size must not exceed 30MB; larger submissions must be in separate files.

• Required submission items: Completed SF-1449, additional information as required in the Solicitation, and Proof of SAM Registration.

• Evaluation Factors: Award will be made to the lowest priced, acceptable, responsible quoter. Technical requirements and a completed Matrix Table (for "Equal" items) are also considered.

• Offerors must be registered in the SAM (System for Award Management) database prior to proposal submission.

• Failure to be registered in SAM may deem the proposal non-responsible.

• The document includes extensive FAR and DOSAR clauses, including those related to cybersecurity supply chain risk management, commercial items, and various representations and certifications.
