Statement of Work (SOW) / Performance Work Statement (PWS)

To replace existing non-functional smart meters and related Current Transformers (CTs) with new Schneider PowerLogic PM8000 smart meters and associated CTs in 40 buildings across Shaw Air Force Base, ensuring full installation, power, and operational capability for electrical usage monitoring.

• Furnish all equipment, materials, labor, and coordination for the complete installation of new smart meters and CTs, and the removal of existing non-functional meters and CTs.

• Install new meters and CTs inside the building's mechanical room, adjacent to or as close as possible to the main power distribution panel.

• Installation includes Current Transformers (CTs), power supply, conduit, wire, meter installation, wiring connecting CTs to meters, mounting hardware, and accessories.

• Demolish and remove all existing meters, housings, CTs, associated wiring, and related equipment.

• Verify electrical characteristics, including service voltage, main distribution panel amperage, and phasing.

• Meters must be fully installed, powered, and operational, capable of monitoring electrical usage in accordance with PM8000 capabilities.

• All work must comply with or exceed referenced state, government, federal, industry standards, and Shaw Air Force Base Design and Construction Standards.

• A minimum one-year warranty against defects in material and workmanship is required.

• The work will be performed at Shaw Air Force Base.

• Contractor must coordinate all power outages with the 20 CES Project Inspector 3 weeks in advance.

• Contractor must obtain any required permits.

• Contractor must ensure demolition, utility cut and capping, and debris removal are performed professionally, leaving areas clean and orderly.

• Submittals for CT cutsheets identifying sizing information are required prior to ordering CTs.

• As-built documentation, including updated floor plans with meter location, MAC address, and serial number, is required upon completion.

• Contractor must provide daily reports in RAKEN format, including dump receipts and photos of completed installation and demolition.

• The Prime Contractor is expected to self-perform in accordance with FAR 52.219-14, Limitations on Subcontracting.

• A competent lead individual must be designated as the project superintendent and be on-site at all times.
