This document provides responses to industry questions regarding the electrical outlet installation opportunity.

• Distance from Panel: The new outlet location is approximately 110 feet from the existing electrical panel.
• Ceiling Type: Ceilings are drop ceilings or open ceilings, suitable for routing raceways.
• Obstacles: No concrete walls requiring drilling are anticipated between the panel and the new outlet.
• Raceway Type: EMT (Electrical Metallic Tubing) is the intended raceway type, with an estimated 20 feet required.
• Project Pictures: Pictures of the project location are not available due to the secure nature of the location.

These clarifications do not appear to result in an amendment to the solicitation. Bidders should incorporate this information into their understanding of the project requirements, particularly regarding installation methods and site conditions.

Solicitation / RFP / RFQ

This is a Request for Quotations (RFQ) for electrical outlet installation services at the FBI Records Center in Winchester, VA. The government intends to evaluate quotations and make an award without discussions.

• Installation of two (2) new 20-amp quad electrical receptacles.

• Installation of one (1) new 20-amp branch circuit from an existing electrical panel to a new junction box above the ceiling.

• Installation of raceways, outlet boxes, wiring, and devices.

• Testing and verification of new outlets.

• Labeling of outlets with circuit numbers.

• Update of the electrical panel schedule.

• All materials must be new, commercially available, suitable for their intended purpose, and installed per manufacturer recommendations.

• Work must comply with the National Electrical Code (NEC), applicable state and local electrical codes, and OSHA safety requirements.

• Work will be performed in an occupied Government facility, requiring coordination with the Government, obtaining approval for electrical outages, and maintaining a clean and safe work area.

• Period of Performance: March 9, 2026 - April 8, 2026

• Estimated Value: $19 million

• Quotations must include a separate Technical volume and the total price in Block 24 of the SF-1449.

• Technical quotations will be evaluated on a Pass/Fail basis for acceptability.

• Award will be made to the responsible quoter whose quotation is technically acceptable and offers the lowest evaluated price (Lowest Priced Technically Acceptable - LPTA).

• Quotations must be submitted electronically to the Contracting Officer by the due date: March 2, 2026, 15:00 ET.

• Quotations must remain valid for a minimum of 30 calendar days.

• This acquisition is 100% set aside for Women-Owned Small Business (WOSB).

• Quoters must be small business concerns and registered and active in SAM.gov at the time of submission and award.

• The solicitation incorporates FAR clauses by reference. Full text of clauses can be accessed at www.acquisition.gov.

• Electronic invoicing via the Invoice Processing Platform (IPP) is required.

Statement of Work (SOW)

To install additional electrical outlets in the Central Records Complex (CRC) Document Laboratory to support new document scanning equipment, as the existing infrastructure lacks sufficient dedicated power capacity.

• Furnish and install two (2) new 20-amp quad electrical receptacles at Government-designated locations.

• Provide and install one (1) new 20-amp branch circuit from the existing electrical panel to a new junction box above the ceiling.

• Install new raceways, outlet boxes, wiring, and electrical devices according to applicable codes and standards.

• Coordinate and perform localized electrical outages with advance notice.

• Test all newly installed outlets for proper operation and compliance.

• Label new outlets with corresponding circuit numbers.

• Update the electrical panel schedule to reflect the new circuit(s).

• Work to be completed within the period of performance specified in the RFQ and resulting order.

• Performance location: FBI CRC Document Laboratory at a Government-designated facility. Exact details to be provided at time of award.

• Contractor must provide qualified personnel with appropriate licenses and certifications.

• All materials and equipment must be new and commercially available.

• Work must comply with the National Electrical Code (NEC), applicable state and local electrical codes, OSHA requirements, manufacturer installation instructions, and FBI facility access, safety, and security requirements.

• No Government Furnished Property is anticipated.

• Upon completion, the Government will inspect for proper installation, function, code compliance, and a clean work area.
