Scope of Work

The contractor will be responsible for the supply of electricity and associated equipment for the new Embassy compound, with a maximum demand requirement of 750 kW. This includes energy supply, equipment, labor, materials, removal, installation, and maintenance. Offerors must propose competitive and innovative pricing methodologies, including assumptions, formulas, variables, and escalation factors. Deliverables include energy and power supply, and new, fully functional measurement equipment. The contractor must comply with local labor laws, safety procedures, and U.S. industry standards (e.g., NFPA 70 & 70E), ensuring all equipment, circuits, cables, and wires are UL listed. Other responsibilities include providing Personal Protective Equipment (PPE), trash disposal, returning the old transformer, and providing a test plan prior to installation. A warranty of at least one year for finished work malfunctions is required.

Evaluation

Award will be made to the lowest priced, acceptable, responsible offeror. Eligibility & Submission

Offerors must be registered in the System for Award Management (SAM) database prior to proposal submission and provide proof of registration. They must also include Defense Base Act (DBA) insurance premium costs, demonstrate prior experience with relevant past performance, and be authorized and registered energy brokers in Guatemala. Proposals must be in English and submitted electronically to GTMProcurement@state.gov. Submissions must include SF-1449, Pricing Schedule, Representations and Certifications, IRS Form W-14, and additional information as required. File size limit is 30MB per email.

Additional Notes

Value Added Tax (VAT) is not included in CLIN rates but will be on invoices; a VAT exemption form will be provided. Invoices must be submitted through a specific payment portal. Numerous FAR and DOSAR clauses are incorporated. Annex I provides historical power and energy consumption data.
