• Developing an alternative source would require significant investment in TDP development, product tooling, manufacturing tooling, and testing/qualification, estimated to be substantial.

• The cost of developing a new source is not justified by the potential savings, given the low volume of future replacement orders for the ABV fleet.

• Market research, including a Sources Sought Notice, did not uncover any additional sources.
