  • Migration of all user data and configurations from the P2000 to the CCURE system.
  • Replacement of end-of-life ESS components and a one-for-one swap of electronic door locks and proximity badge readers.
  • System operational verification testing of all new components.

Eligibility & Evaluation

This acquisition will be conducted as an unrestricted, open-market buy using commercial services procedures under RFO Part 12. Award will be made on a Lowest Price Technically Acceptable (LPTA) basis.

  • Technical Acceptability: Offerors must demonstrate their approach and schedule for performing the Statement of Work.
  • OEM Authorization: Offerors must provide current documentation confirming they are a Johnson Controls-authorized CCURE integrator for work in Japan.
  • SOFA-Compliant Staffing: Personnel must be eligible for and covered under the U.S.-Japan Status of Forces Agreement (SOFA) status, be U.S. citizens, and be able to obtain base access. A SOFA/Staffing Plan is required. The USFJ Instruction 64-100 document provides critical details on these requirements.
  • Price: The Government intends to award to the offeror with the lowest total evaluated price among technically acceptable quotes.
