Scope of Work
This requirement is for the design, development, manufacture, and delivery of two (2) custom Elevation Gearboxes. These spares must precisely adhere to system-specific mechanical and electrical specifications, including EL Gear Reducer Graham Sesia P/N TPP-028-M-H2-104S, RTX ICD DWG H496663, and associated drawings. The GLOBUS Program is a bi-national collaborative effort supporting critical radar and communications systems at an Outside Continental United States (OCONUS) location.
Contract Details
- Contract Type: Single Definitive Firm Fixed Price Contract (FAR 16.202).
- Set-Aside: None specified for the prime contract. However, if the proposal exceeds $900K, a Small Business Subcontracting Plan (DFARS 252.219-7003) is required, identifying small business goals.
- Government Furnished Property (GFP): The Government will provide GFP/GFE/GFI as listed in Section J Attachment I, which includes one Elevation Gearbox (P/N 14503) that is upgradable.
- Funding: Funds are not presently available; award is contingent upon fund availability. The Government reserves the right to cancel the solicitation.
Submission & Evaluation
- Submission: Proposals must be submitted electronically via encrypted email or DoD Safe by May 7, 2026, at 4:00 PM local time. No paper copies will be accepted.
- Evaluation: Award will be based on a Lowest Price Technically Acceptable (LPTA) procedure. Technical proposals will be evaluated on a "Technically Acceptable/Unacceptable" basis across four subfactors: Non-Recurring Engineering, Integration & Test, Management Plan, and Integrated Master Schedule. The award will go to the responsible offeror with the lowest total evaluated price meeting all technical requirements.
- Mandatory Requirements: Offerors must have an active System for Award Management (SAM) record and possess a Cybersecurity Maturity Model Certification (CMMC) Level 2 (SELF) or higher. An Integrated Master Schedule (IMS) is required as part of the proposal.
- Packaging & Data: Compliance with packaging and marking standards (e.g., MIL-STD-2073-1, MIL-STD-129, ISPM No. 15) and submission of data items outlined in the Contract Data Requirements List (CDRL) are mandatory.
