Solicitation / RFP / RFQ

This solicitation is for the procurement of Elevation Gearbox spares, designed as direct form, fit, and function replacements for existing units. The gearboxes must precisely adhere to specific mechanical and electrical specifications outlined in referenced documents. The contractor shall design, develop, manufacture, and deliver these gearboxes.

• Design, develop, manufacture, and deliver Elevation Gearboxes.

• Adherence to system-specific mechanical and electrical specifications detailed in the EL Gear Reducer Graham Sesia P/N TPP-028-M-H2-104S, RTX ICD DWG H496663, and associated drawings.

• Full technical specifications are detailed within the FSSM&I X-Band Pedestal Servo System Modernization document B2270320.

• Non-Recurring Engineering (NRE) in accordance with the Statement of Work dated March 2026.

• Integrated Master Schedule (IMS) required as part of the proposal, detailing critical events, start dates, durations, dependencies, predecessors, successors, end dates, critical path, and mitigation plans for risks.

• Cybersecurity Maturity Model Certification (CMMC) Level 2 (Self) or higher is required for all information systems processing, storing, or transmitting Federal Contract Information (FCI) or Controlled Unclassified Information (CUI).

• The Government intends to award a single Definitive Firm Fixed Price Contract.

• Contract type: Firm Fixed Price.

• GFP/GFE/GFI will be provided by the Government.

• Proposals must be submitted electronically via encrypted email or DoD Safe by 04:00 PM local time on May 7, 2026.

• Evaluation will be based on Lowest Price Technically Acceptable (LPTA) procedures.

• Technical proposals will be evaluated on a "Technically Acceptable/Unacceptable" basis for four subfactors: Non-Recurring Engineering, Integration & Test, Management Plan, and Integrated Master Schedule.

• Award will be made to the responsible offeror with the lowest total evaluated price meeting all technical requirements and receiving a "Technically Acceptable" technical rating.

• If the proposal exceeds $900K, offerors must submit a subcontracting plan identifying small business goals.

• Small Business Subcontracting Plan (DoD Contracts) is required for large business offerors.

• Funds are not presently available for this effort; award will be made when funds are available.

• The Government reserves the right to cancel this solicitation.

• Offerors are advised to review all RFP documents and ensure they are proposing to all requirements.

• No paper copies will be accepted.
