Quick Summary

The United States Air Force (USAF) Life Cycle Management Center (AFLCMC) is soliciting proposals for the procurement of two (2) Elevation Gearbox spares for the mission-critical GLOBUS-X radar system. This acquisition aims to mitigate the risk of catastrophic failure by replacing aging units with direct form, fit, and function replacements. The contract will be a single Definitive Firm Fixed Price (FFP) award, with proposals due by May 7, 2026, at 4:00 PM local time.

Scope of Work

The contractor shall design, develop, manufacture, and deliver two identical Elevation Gearboxes. These custom gearboxes must precisely adhere to specific mechanical and electrical specifications, including EL Gear Reducer Graham Sesia P/N TPP-028-M-H2-104S, RTX ICD DWG H496663 (corrected from H96666), and associated drawings. Full technical specifications are detailed in the FSSM&I X-Band Pedestal Servo System Modernization document B2270320. Key deliverables include Non-Recurring Engineering (NRE) and an Integrated Master Schedule (IMS). The newest design revision features a modified housing and a concave spherical mounting detail, with the mating convex spherical "rocker" mounting plate and associated hardware expected to be provided with the new gearbox. Lifting hooks are considered deliverables.

Set-Aside

None specified. However, a Small Business Subcontracting Plan is required for proposals exceeding $900K.

Evaluation

Award will be based on Lowest Price Technically Acceptable (LPTA) procedures. Technical proposals will be evaluated on a "Technically Acceptable/Unacceptable" basis across four subfactors: Non-Recurring Engineering, Integration & Test, Management Plan, and Integrated Master Schedule. The award will go to the responsible offeror with the lowest total evaluated price meeting all technical requirements.

Submission & Contact

Proposals must be submitted electronically via encrypted email or DoD Safe. Questions must be submitted in writing to the Points of Contact. The Government will post responses to the solicitation. For questions, contact Brandon Jones (brandon.jones.96@us.af.mil, 478-926-8297) or Jessica Roberts (jessica.roberts.21@us.af.mil, 478-926-8318).
