Bidders must use this sheet to input their proposed hourly rates for each labor category. The "Overall Price View" and "Total Evaluated Price" sections will likely be used by the government to evaluate the overall cost competitiveness of proposals. All rates provided are ceiling rates, meaning actual rates charged should not exceed these amounts.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide the United States Botanic Garden (USBG) with elevator inspections, maintenance, and repair services, ensuring safety, performance, economy, and continued operations of all USBG elevators.

• Provide comprehensive preventive maintenance, including inspection, adjustments, lubrication, repairs, replacements, housekeeping/cleaning, and recordkeeping for three hydraulic elevators located at the USBG Conservatory and the USBG Production Facility.

• Perform recertification and periodic testing, including Category One Year Test, Category Three Year Test, and Category Five Year Test, in accordance with ASME A17.1 and ASME A17.2 standards.

• Conduct repairs discovered during preventive maintenance services.

• Furnish all labor, materials, tools, equipment, transportation, and management.

• Provide written reports after each monthly preventive maintenance service, detailing conditions found, actions taken, and recommended repairs/upgrades.

• Respond to 24-hour call-back services for entrapments, accidents, or units out of service, with a maximum 1-hour on-site response time for emergencies and 24 hours for other call-backs.

• All maintenance, repairs, and alterations must conform to applicable ASME codes.

• Safety devices must be kept in operational condition.

• Elevators must be maintained to run at rated speed, capacity, and desired door open/close timing.

• Written reports are required after monthly preventive maintenance.

• Period of Performance: 12-month Base Period and four (4) 12-month Option Periods (total 5 years), with potential extension up to six (6) months per FAR 52.217-8.

• Place of Performance: USBG Conservatory (100 Maryland Avenue SW, Washington, DC) and USBG Production Facility (4700 Shepherd Parkway SW, Washington, DC).

• Services to be performed during the 2nd full week of each month, during normal working hours (7:00 am to 4:00 pm, Monday-Friday), unless otherwise agreed.

• Contractor must use only parts and supplies recommended by the original equipment manufacturer.

• Testing must be witnessed by an independent third-party Qualified Elevator Inspector (QEI).

• Contractor must provide a written Maintenance Control Plan and maintain a complete log of all maintenance and repair activities.

• Personnel performing work must be trained and certified.

• Strict adherence to safety procedures, including lockout/tagout, protective equipment, and site safety protocols, is required.

• Contractor is responsible for all travel, shipping, and parking expenses.

• Contractor is responsible for recycling and disposal of components.

• No government-furnished property or equipment will be supplied.

Sources Sought Notice

This notice is issued by the Architect of the Capitol/Office of the Chief Engineer for information and planning purposes only. The government is seeking to gain knowledge of potential sources capable of providing Elevator, Escalator and Accessible Lifts Maintenance, Repair, Inspection, and Modernization Services under an Indefinite Delivery Indefinite Quantity (IDIQ) contract. This is NOT a solicitation announcement, and no contract will be awarded from this notice. No reimbursement will be provided for costs associated with responding.

The AOC requests the following information:

• Interest in submitting a proposal if an RFP is issued.

• Whether the company has an office within a 50-mile radius of Washington, D.C.

• Capacity and capability to start Task Orders within 48 hours for modernization requirements, including concurrently.

• Ability to service all AOC Jurisdictions (not just Sectors 1 or 2) and perform as a single award IDIQ.

• Typical turnaround time for technical and price proposals for routine, non-routine, emergency maintenance, repair, and modernization services.

• Feedback on the Draft Elevator IDIQ Pricelist.

• Any questions for the Government.

• Examples of past contracts (completed or ongoing) within the last three years with similar scope, including awarded dollar amounts.

• Any other information deemed relevant to the Government.

To ensure the continuous operation and proper functioning of approximately 235 elevators, 46 escalators, and various accessible lifts located in multiple buildings on the Architect of the Capitol (AOC) Hill Campus.

• Provide routine, non-routine, and emergency maintenance and repair services for elevators, escalators, and accessible lifts.

• Provide modernization services for elevators, escalators, and accessible lifts.

• Services include labor, materials, equipment, and supervision.

• Compliance with applicable ASME standards (A17.1, A17.2, A17.3), NFPA 70, NFPA 72, and Federal Accessibility Standard (ABA/ADA).

• Quality Assurance Surveillance Plan (QASP) / Quality Control Plan (QCP) will be implemented.

• Specific performance requirements will be defined in individual task order SOWs.

• One year Base ordering period and 4 one-year Options.

• Work may be performed off-hours; contractor must be available 24/7.

• Traction Elevators: Tasks include inspecting and lubricating machine room equipment, car leveling units, rail lubricators, worm gears, sleeve bearings, and door tracks. It also covers cleaning indicator lights, communication systems, and general area cleanup.
• Hydraulic Elevators: Tasks involve troubleshooting, repairing leaks, inspecting oil tanks and jack plungers, checking car top and pit equipment, testing alarm buttons, and lubricating bearings. It also includes adjusting door speeds and observing motor/pump operation.

• Hoisting Ropes: Provide new, preformed, pre-stretched hoist ropes meeting specific size, length, and construction requirements, complying with ASME A17.1 safety factors.
