Scope of Work
The requirement includes providing personnel, materials, equipment, tools, supervision, and incidental supplies for:
- Monthly inspections and maintenance for one ESCO passenger elevator, one Southeastern Elevator Co. passenger elevator, one Schinder passenger elevator, two Ameriglide stair lifts, one Garaventa Stair lift, and one Timotion pool lift.
- Performing repairs and component replacements as needed.
- Conducting semi-annual and annual inspections in accordance with ASME A17.2.
- Responding to emergency outages within 2 hours and non-emergency issues within 24 hours.
- Maintaining an operational availability of 95%, excluding scheduled downtimes.
- Adhering to safety codes (ASME A17.1, ASME A17.2), OSHA requirements, and NFPA 70.
- Maintaining logbooks and submitting monthly maintenance summaries.
Contract Details
- Type: Firm-Fixed Price Delivery Order.
- Period of Performance: A Base Period from February 16, 2026, to February 15, 2027, with four (4) twelve-month option periods.
- Place of Performance: National Mine Health & Safety Academy, 1301 Airport Road, Beaver, WV 25813.
- Set-Aside: Not a Small Business Set-Aside.
Submission & Evaluation
- Submission Deadline: February 17, 2026, at 10:00 AM ET.
- Submission Method: Via email to the contracting officers.
- Evaluation Criteria: Lowest Priced Technically Acceptable (LPTA).
- Technical Factor: Must be acceptable, meeting or exceeding minimum specifications.
- Price Factor: Evaluated for completeness, accuracy, and reasonableness, and must be equal to or less than current GSA Schedule prices.
- Quote Validity: Quotes must be valid for 90 days from the receipt date.
